홍콩특별행정구(HKSAR) 제1차 5개년 계획(2026~2030년)
2026년 9월 16일(수), 홍콩 제 1 수장 존리 장관은 홍콩특별행정구 제1차 경제사회발전 5개년 계획(2026~2030년)의 주요 내용을 분야별로 발표했다.
본 계획은 홍콩이 '안정에서 번영으로' 나아가는 중대한 전환점에서 국가의 제15차 5개년 계획과 발맞추어 수립된 최초의 중장기 발전 청사진이다.
국제 금융 센터: 세계 최대의 역외 위안부(RMB) 비즈니스 허브 기능을 심화하고, 자산·자산관리 및 국제 리스크 관리 센터로서의 지위를 공고히 합니다. 증권·채권 시장을 고도화하고, 금(Gold) 중심의 원자재 거래 생태계를 구축하며, '금융+기술·무역·녹색·지식재산(IP)·해운·민생' 등 융합 모델을 추진합니다.
국제 해운 센터 및 항공 허브: 물량 중심에서 부가가치 중심으로 전환하여 스마트·녹색 항만(친환경 연료 벙커링 등)을 구축하고, 2030년까지 글로벌 목적지 240개를 목표로 항공 네트워크를 확장합니다. 아울러 저고도 경제(LAE) 생태계와 지속가능항공유(SAF) 공급망을 개발합니다.
국제 무역 센터: 자유무역 기조를 유지하며 아세안·중동 및 신흥시장(중앙아시아·아프리카 등)으로 무역 네트워크를 확장하고, 본토 기업의 글로벌 진출을 지원하는 공급망 서비스 센터 역할을 강화합니다.
국제 혁신·기술(I&T) 센터 및 인재 허브: R&D 투자 비율을 2030년 이후 GDP의 3%까지 끌어올리고, '북-중-남' 공간 발전 패러다임(북부도심 산틴 테크노폴리스·환따오 홍콩공원, 사이버포트, 과학원 등)을 구축합니다. 5대 핵심 R&D 기관과 제1차 국가제조업혁신센터를 설립하고, 'AI+ 이니셔티브'를 전면 추진합니다.
'남북 듀얼 엔진(금융+I&T)' 비전을 바탕으로 북부도심을 전략적 거점으로 육성합니다.
북부도심 대학타운(NMUT): 산틴, 훙수이교(HSK), 타쿠링(TKL) 등 3개 대학타운을 1,000헥타르 이상 규모로 조성하여 산·학·연 협력과 글로벌 인재 유치를 도모합니다.
다양한 산업 플랫폼: 훙수이교 산업단지, 라우푸산 디지털 테크놀로지 허브, 샌디리지 데이터 시설 클러스터(2029년 가동) 등을 조성합니다.
교통 및 주거 인프라: '8횡 8종' 교통망(북부간선철도, 홍콩-선전 서부철도 등)을 확충하고, 향후 5년간 주택 7만 호 이상 및 100만 $m^2$ 이상의 경제 용지를 공급합니다.
3. 광동-홍콩-마카오 대만강구(GBA) 협력 및 대외 개방
하드·소프트 연계: 홍콩-선전 서부철도 등 인프라를 확충하고, 황강항 및 샤타우콕 등 주요 통과 검문소에 '협조검사 및 일괄통관' 방식을 도입합니다.
규제 조화 및 요소 유동: GBA 내 전문 자격의 상호 인정을 확대하고, 웨스턴 웰스 매니지먼트 커넥트(Wealth Management Connect) 및 데이터 공유 네트워크를 고도화하여 '건강한 대만강구'를 조성합니다.
주요 협력 플랫폼: 선전 옌하이, 광저우 난사, 주하이 헝친, 허따오(Hetao) 선전-홍콩 I&T 협력구의 선도적 역할을 활용합니다.
4. 사회 복지 및 민생 증진 (사회적 안녕)
교육 및 청년: AI 리터러시 교육을 강화하고, 응용과학대학 및 직업교육을 육성합니다. '청년발전청사진'을 바탕으로 청년의 주거·취업·창업을 지원합니다.
의료 개혁: 일차의료(Primary Healthcare) 거버넌스를 강화하고, 18개 구에 지역건강센터(DHC) 확충을 완료하며, 공공병원 병상 수를 확충(2031년 약 3만 5,000개)합니다. 홍콩과기대의 제3대의대 설립을 추진합니다.
주택 및 토지: 2030년까지 주거용 건물의 부실 쪼개기 방(SDU) 문제를 완전히 해결하고, 향후 5년간 공공주택 약 19만 6,000호를 공급하여 공공주택 대기 시간을 4년 미만으로 단축합니다.
노동 및 복지: AI 기반 구직 매칭 및 은빛 경제(Silver Economy) 활성화, GBA 내 맞춤형 노인 요양 서비스를 확대합니다.
5. 녹색 전환 및 지속가능한 도시
탈탄소화: 2035년 이전까지 일상 전력 생산을 위한 석탄 사용을 전면 중단하고 제로탄소 에너지 비중을 60~70%로 확대합니다. 가이탁 등에서 스마트 친환경 대중교통 체계를 추진합니다.
폐기물 및 생태: 2035년까지 매립지 의존을 탈피하는 '제로 랜필(Zero Landfill)'을 추진하고, 2030년까지 육상 보호구역 40% 이상, 해양 보호구역 20% 이상을 유지합니다.
6. 국가안보 및 공공 거버넌스 혁신
안보 및 재난 관리: 홍콩국가보안법 집행 체계를 공고히 하고, AI와 빅데이터를 활용한 'AI 시티 브레인(City Brain)' 통합 도시 관리 시스템을 구축하여 홍콩의 방재 및 대테러 역량을 강화합니다.
공공 거버넌스: 공무원 성과 평가 및 책임제를 개선하고, 정부 업무 전반에 걸쳐 '디지털 퍼스트' 원칙과 AI 공공행정 혁신을 가속화하며, 'iAM Smart'와 기업 디지털 신용(CorpID) 플랫폼을 확대합니다.

Special Administrative Region (2026–2030)
International Financial Centre: Deepens Hong Kong's role as the world's largest offshore Renminbi (RMB) business hub and consolidates its position as an asset/wealth management and international risk management centre. It advances equity and bond markets, builds a gold-centred commodity trading ecosystem, and promotes "Finance +" convergence models (tech, trade, green, IP, maritime, and livelihood).
International Maritime Centre and Aviation Hub: Shifts from volume-driven to value-driven development by establishing smart/green ports (including green fuel bunkering) and expanding the aviation network to reach 240 global destinations by 2030. It also develops low-altitude economy (LAE) ecosystems and sustainable aviation fuel (SAF) supply chains.
International Trade Centre: Maintains free trade principles, expands trade networks into ASEAN, the Middle East, and emerging markets (Central Asia, Africa), and strengthens supply chain service roles to help mainland enterprises expand globally.
International Innovation & Technology (I&T) Centre and Talent Hub: Aims to raise R&D expenditure to 3% of GDP after 2030 and establishes the "north-central-south" spatial paradigm (Northern Metropolis San Tin Technopole/Loop Hong Kong Park, Cyberport, and Science Park). It sets up 5 key R&D institutions, the first national manufacturing innovation centre, and fully drives the "AI+ Initiative."
Strategic Vision: Promotes the Northern Metropolis as a strategic hub guided by the "South-North Dual Engine (Finance + I&T)" vision.
Northern Metropolis University Town (NMUT): Establishes three university towns—San Tin, Hung Shui Kiu (HSK), and Ta Kwu Ling (TKL)—spanning over 1,000 hectares to foster industry-academia-research collaboration and attract global talent.
Diversified Industry Platforms: Develops the Hung Shui Kiu Industry Park, Lau Fau Shan Digital Technology Hub, and the Sandy Ridge Data Facility Cluster (operational by 2029).
Transport and Housing Infrastructure: Expands the "8 Vertical and 8 Horizontal" transport network (including the Northern Link and Hong Kong-Western Rail Link) and supplies over 70,000 housing units and 1 million $m^2$ of economic floor space over the next five years.
Hard and Soft Connectivity: Enhances infrastructure like the Hong Kong-Shenzhen Western Rail Link and implements "collaborative inspection and joint clearance" at key boundary checkpoints like Huanggang Port and Sha Tau Kok.
Rule Harmonization and Element Flow: Expands mutual recognition of professional licenses within the GBA, enhances Wealth Management Connect and data-sharing networks, and fosters a "Healthy Bay Area."
Key Cooperation Platforms: Leverages the leading roles of Shenzhen Qianhai, Guangzhou Nansha, Zhuhai Hengqin, and the Hetao Shenzhen-Hong Kong I&T Co-operation Zone.
Education and Youth: Strengthens AI literacy education, fosters universities of applied sciences and vocational training, and supports youth housing, employment, and entrepreneurship via the "Youth Development Blueprint."
Healthcare Reform: Strengthens primary healthcare governance, completes the expansion of District Health Centres (DHCs) across all 18 districts, increases public hospital bed capacity to about 35,000 by 2031, and advances HKUST's establishment of the third medical school.
Housing and Land: Targets the complete eradication of substandard subdivided units (SDUs) by 2030, supplies about 196,000 public housing units over the next 5 years, and reduces the public housing waiting time to under 4 years.
Labour and Welfare: Promotes AI-driven job matching, develops the silver economy, and expands tailored elderly care services within the GBA.
Decarbonization: Ceases coal usage for daily electricity generation by 2035 and increases zero-carbon energy share to 60%–70%, while introducing smart and green mass transit systems in areas like Kai Tak.
Waste and Ecology: Pursues a "Zero Landfill" policy by 2035 to eliminate reliance on landfills and maintains at least 40% terrestrial and 20% marine protected areas by 2030.
Security and Disaster Management: Solidifies the enforcement framework of the Hong Kong National Security Law and constructs an "AI City Brain" integrated city management system to boost urban defense, disaster prevention, and counter-terrorism capabilities.
Public Governance: Refines civil service performance evaluations and accountability systems, accelerates "Digital First" principles and AI-driven public administration innovations, and expands "iAM Smart" and the Digital Corporate Identity (CorpID) platform.
