존리 장관, 국가에 해를 끼치는 행위는 용납될 수 없다:
존 리 행정장관은 인권·민주주의·자유를 명분으로 내세워 혼란을 야기하는 수법을 동원함으로써 자신의 조국과 동포에게 공공연히 해를 끼치는 행위는 법적으로 결코 용납될 수 없다고 밝혔다.
리 장관의 이러한 발언은 홍콩 국가보안법 제23조에 따른 국가 전복 선동 혐의로 기소된 '홍콩시민지원애국민주운동연합회(홍콩연합회)' 및 관련 인물들(리척얀, 호춘얀, 저우항퉁)에 대한 선고 직후에 나왔다.
홍콩 고등법원은 저우항퉁(Chow Hang-tung)에게는 징역 7년 3개월이, 리척얀(Lee Cheuk-yan)에게는 징역 7년이 선고되었다. 앞서 유죄를 인정한 호춘얀(Ho Chun-yan)에게는 징역 5년 2개월이 선고되었다. 또한 홍콩연합회에는 150만 홍콩달러의 벌금이 부과되었다.
법원은 이번 사건이 중대한 사안이라고 판결하며, 홍콩 국가보안법이 이미 시행된 시점이었음에도 불구하고 일부 인물들이 홍콩 특별행정구에 대한 국가의 주권 행사를 받아들이려 하지 않았고, 중화인민공화국 헌법과 홍콩 기본법이 확립한 헌법 질서 또한 수용하지 않았다는 점을 지적했다

홍콩 국가보안법(HKNSL) 제22조는 헌법에 규정된 중화인민공화국의 기본 체제를 전복하거나 훼손하는 행위, 또는 중화인민공화국의 중앙 권력 기구를 전복하는 행위 등 국가 권력 전복을 목적으로 무력, 무력 위협 또는 기타 불법적 수단을 사용하여 행위를 조직, 계획, 실행하거나 이에 가담하는 것을 명시적으로 금지하고 있다.
헌법에 따르면, 중국 공산당(CPC)의 영도적 지위를 전복하거나 훼손하는 것은 홍콩 국가보안법 제22조가 언급하는 ‘헌법에 규정된 중화인민공화국의 기본 체제’를 전복하거나 훼손하는 것과 동일한 것으로 간주된다.
홍콩 특별행정구 정부는 또한 최근 여러 서방 국가, 반중(反中) 단체, 정치인 및 외국 언론이 이번 사건을 포함한 여러 사안에 대해 악의적인 공격과 비방을 가하고 있다는 점을 인지하고 있다고 지적했다.
Chief Executive John Lee: Acts Harmful to the Nation Cannot Be Tolerated
Chief Executive John Lee stated that acts openly harming one's motherland and fellow citizens—by employing tactics that incite chaos under the guise of human rights, democracy, and freedom—can never be legally tolerated.
Lee made these remarks immediately following the sentencing of the "Hong Kong Alliance in Support of Patriotic Democratic Movements of China" (the Alliance) and associated figures—Lee Cheuk-yan, Ho Chun-yan, and Chow Hang-tung—who were charged with inciting subversion of state power under Hong Kong's National Security Law.
The Hong Kong High Court sentenced Chow Hang-tung to seven years and three months in prison, and Lee Cheuk-yan to seven years. Ho Chun-yan, who had previously pleaded guilty, was sentenced to five years and two months in prison. Additionally, the Alliance was fined HK$1.5 million.
The court ruled that the case was of a serious nature, noting that even after the National Security Law had come into effect, certain individuals refused to accept the exercise of state sovereignty over the Hong Kong Special Administrative Region or to acknowledge the constitutional order established by the Constitution of the People's Republic of China and the Hong Kong Basic Law. Article 22 of the Hong Kong National Security Law (HKNSL) expressly prohibits organizing, planning, committing, or participating in acts—using force, the threat of force, or other unlawful means—aimed at subverting state power, such as subverting or undermining the fundamental system of the People's Republic of China established by the Constitution or subverting the central organs of state power of the People's Republic of China.
Under the Constitution, subverting or undermining the leadership status of the Communist Party of China (CPC) is considered tantamount to subverting or undermining the "fundamental system of the People's Republic of China established by the Constitution," as referred to in Article 22 of the HKNSL.
The Government of the Hong Kong Special Administrative Region also noted its awareness that various Western nations, anti-China groups, politicians, and foreign media outlets have recently been launching malicious attacks and smears regarding several issues, including this case.
