홍콩, 내년 3월부터 담배 '민무늬 포장' 전면 도입
흡연율 낮춘다
홍콩 정부가 흡연율을 낮추고 청소년의 흡연 유입을 차단하기 위해 담배 제품에 대한 고강도 규제 칼을 빼 들었다.
홍콩 보건부 산하 흡연음주통제국(TACO)은 2026년 9월 10일, 오는 2027년 3월 1일부터 시중에 유통되는 모든 소매용 궐련(담배 갑), 롱 박스(long cigarette boxes), 시가 등을 대상으로 제조사 고유의 로고나 화려한 디자인을 금지하는 ‘플레인 패키징(민무늬·표준화 포장)’ 제도를 시행한다고 공식 발표했다.
이번 조치는 담배 포장지를 통일된 무광 갈색 배경으로 바꾸고, 브랜드명과 제품 변형 이름만 규정된 글꼴로 허용하여 시각적 매력도를 완전히 제거하는 데 초점을 맞췄다.
또한 소비자가 오인할 수 있는 타르 및 니코틴 함량 표기를 전면 삭제하고, 세계보건기구(WHO) 권고에 발맞춰 경고 그림과 문구의 수위를 한층 강화했다. 정부는 업계의 혼란과 재고 소진을 고려해 2027년 3월 1일부터 11월 30일까지 9개월간의 유예 기간(계도 기간)을 운영하며, 이 기간에는 기존 포장과 신규 표준 포장이 혼용될 수 있도록 했다.
이후 적응 기간이 끝나는 2027년 12월 1일부터는 시장 내 전면 단속 및 완전 시행에 돌입한다.이와 함께 불법 밀수 담배 유통을 원천 차단하기 위한 납세필증(Duty Stamp) 제도도 동시에 도입된다.
새로 유통되는 모든 적법 제품에는 물리·디지털 위변조 방지 기술이 적용된 납세 라벨이 부착되어야 한다. 당국은 규정 위반 시 최대 5만 홍콩달러의 벌금이 부과될 수 있다고 경고하며, 이미 호주 등 해외 주요 국가에서 플레인 패키징 도입 이후 청소년 흡연율 감소와 흡연 예방 효과가 입증된 만큼 홍콩 사회 전반에도 긍정적인 공중보건 효과를 가져올 것으로 기대하고 있다.

Aiming to Lower Smoking Rates
The Hong Kong government has taken decisive action to implement strict regulations on tobacco products, aiming to reduce smoking rates and prevent young people from taking up the habit.
The Tobacco and Alcohol Control Office (TACO) under Hong Kong’s Department of Health officially announced that, starting March 1, 2027, it will implement a "plain packaging" (standardized packaging) system. This measure prohibits manufacturer-specific logos and elaborate designs on all retail tobacco products—including cigarette packs, long cigarette boxes, and cigars.
The initiative focuses on stripping away visual appeal by mandating a uniform matte brown background for packaging and allowing only the brand name and product variant name to appear in a specified font.
Additionally, the measure removes labels indicating tar and nicotine content—which can mislead consumers—and significantly strengthens health warning images and text in line with World Health Organization (WHO) recommendations. To account for industry disruption and inventory clearance, the government has established a nine-month grace period from March 1 to November 30, 2027, during which both existing and new standardized packaging may coexist in the market.
Full enforcement and complete implementation across the market will begin on December 1, 2027, following the conclusion of this transition period. Concurrently, a "Duty Stamp" system will be introduced to completely block the distribution of illicit, smuggled tobacco.
All newly distributed legal products must bear a tax stamp featuring physical and digital anti-counterfeiting technologies. Authorities have warned that violations could result in fines of up to HK$50,000; they anticipate positive public health outcomes across Hong Kong, noting that the introduction of plain packaging in major countries like Australia has already proven effective in reducing youth smoking rates and preventing smoking.
