과학기술 클러스터, 세계 선두 유지
홍콩 특별행정구 정부는 9월 8일, 세계지식재산기구(WIPO)가 발표한 '2026년 글로벌 혁신 지수'에서 선전-홍콩-광저우 클러스터가 세계 100대 혁신 클러스터로 다시 한번 선정되었다고 발표했다.
정부는 이번 선정 결과가 광둥-홍콩-마카오 대만구의 탁월한 혁신 역량과 활발한 혁신·기술(I&T) 투자 생태계를 재확인시켜 준다고 밝혔다.
WIPO는 특허협력조약(PCT)을 통한 국제 특허 출원, 과학 논문 발표, 벤처 투자 유치 등 세 가지 핵심 지표를 사용하여 세계적 수준의 혁신 허브를 평가한다. 올해 지수에서 선전-홍콩-광저우 클러스터는 지난 5년간 인구 100만 명당 2,259건의 특허협력조약 출원, 4,060편의 과학 논문 발표, 138건의 벤처 투자 유치를 기록했다.
혁신·기술(I&T) 개발 가속화는 현 정부의 최우선 정책 과제이며, 이러한 노력은 이미 결실을 맺기 시작했다. 스타트업 기업 수는 2015년 1,500개 이상에서 2025년 5,200개 이상으로 증가했으며, 홍콩의 두 I&T 핵심 시설인 홍콩 과학 공원과 사이버포트는 합쳐서 약 20개의 유니콘 기업을 육성했다.
홍콩은 또한 운용자산이 약 2,500억 달러에 달하는 활발한 사모펀드 시장을 보유하고 있으며, 이는 중국 본토에 이어 아시아에서 두 번째로 큰 규모이다.
정부는 앞으로 홍콩이 국가 제15차 5개년 계획에 발맞춰 국제적인 I&T 중심지로서 도시의 전략적 위상을 강화하기 위해 적극적으로 노력할 것이라고 밝혔다.
Science and Technology Cluster Maintains Global Leadership
On September 8, the government of the Hong Kong Special Administrative Region announced that the Shenzhen-Hong Kong-Guangzhou cluster was once again selected as one of the world's top 100 innovation clusters in the '2026 Global Innovation Index' released by the World Intellectual Property Organization (WIPO).
The government stated that this selection reaffirms the outstanding innovation capabilities of the Guangdong-Hong Kong-Macau Greater Bay Area and its vibrant innovation and technology (I&T) investment ecosystem.
WIPO evaluates world-class innovation hubs using three key indicators: international patent applications via the Patent Cooperation Treaty (PCT), publication of scientific papers, and attraction of venture investment. In this year's index, the Shenzhen-Hong Kong-Guangzhou cluster recorded 2,259 PCT applications, 4,060 publications of scientific papers, and 138 venture investments per million inhabitants over the past five years.
Science and Technology Cluster Maintains Global Leadership Accelerating the development of innovation and technology (I&T) is a top policy priority for the current government, and these efforts have already begun to bear fruit. The number of startups has increased from over 1,500 in 2015 to over 5,200 by 2025, and Hong Kong's two key I&T facilities, the Hong Kong Science Park and Cyberport, have together fostered approximately 20 unicorn companies.
Hong Kong also boasts a vibrant private equity market with assets under management reaching approximately $250 billion, making it the second largest in Asia after mainland China.
The government stated that it will actively strive to strengthen Hong Kong's strategic status as an international I&T hub in alignment with the 15th Five-Year Plan.
