홍콩, 교육 형평성 확보
국제 학업성취도 평가(PISA) 2025 결과, 홍콩은 여러 영역에서 국제 평균을 상회하는 성적을 거두었으며, 특히 교육 형평성과 “디지털 세상에서의 학습” 분야에서 탁월한 성과를 보였다.
이번 평가에는 91개국이 참여했으며, 홍콩 교육국에 따르면 230개 홍콩 중등학교의 15세 학생 6,445명이 참여했다.
“디지털 세상에서의 학습” 분야에서 홍콩은 545점으로 세계 6위를 기록하며 국제 평균 500점을 크게 웃도는 성적을 거두었다. 평가 대상 학생의 40% 이상이 높은 수준의 숙련도를 달성하여, 중급에서 고급 수준의 프로그래밍 및 모델링을 수행하고 컴퓨팅 논리를 적용할 수 있는 능력을 입증했다.
홍콩의 수학, 과학, 모국어 읽기 능력 점수는 PISA 2022에 비해 하락했지만, 전반적인 성과는 국제 평균보다 꾸준히 높은 수준을 유지했다.
정부는 주요 국제 평가에서 홍콩의 성과를 종합적으로 검토하기 위해 교육 성과 평가 전문가 그룹을 구성했다. 교육국은 전문가 그룹의 권고 사항을 검토하여 홍콩 교육의 강점을 유지하고 학생들의 국제 경쟁력을 더욱 강화할 계획이다. 교육국은 홍콩 교육의 질적 발전을 위한 노력을 재확인하며, 인공지능 교육에 중점을 둔 초·중등학교 디지털 교육 발전 청사진을 언급했다. 이 계획은 젊은 세대가 디지털 시대의 기회와 도전에 모두 대비할 수 있도록 지원하는 것을 목표로 한다.
Hong Kong Ensures Educational Equity
In the results of the Programme for International Student Assessment (PISA) 2025, Hong Kong outperformed the international average in several areas, demonstrating outstanding performance particularly in educational equity and “learning in the digital world.”
Ninety-one countries participated in the assessment, and according to the Hong Kong Education Bureau, 6,445 15-year-old students from 230 secondary schools in Hong Kong took part.
In the “learning in the digital world” category, Hong Kong ranked 6th globally with a score of 545, significantly exceeding the international average of 500. More than 40% of the students assessed achieved a high level of proficiency, demonstrating the ability to perform intermediate to advanced programming and modeling, as well as apply computational logic.
While Hong Kong’s scores in mathematics, science, and native language reading declined compared to PISA 2022, overall performance remained consistently higher than the international average.
The government formed a group of education performance assessment experts to comprehensively review Hong Kong’s performance in major international assessments. The Education Bureau plans to review the recommendations of the expert group to maintain the strengths of Hong Kong's education and further enhance students' international competitiveness. Reaffirming its commitment to the qualitative development of Hong Kong's education, the Bureau outlined a blueprint for the development of digital education in primary and secondary schools, focusing on artificial intelligence. This plan aims to support the younger generation in preparing for both the opportunities and challenges of the digital age.
