1. 불법 노래방 콘텐츠 제공 단속
홍콩 세관은 지난 7월 28일부터 9월 3일까지 "매그파이(Magpie)" 작전으로 홍콩 전역에 걸쳐 불법 노래방 콘텐츠 제공 업자들을 단속했다.
이번 단속을 통해 세관은 불법 복제된 것으로 추정되는 노래가 저장된 노래방 기기 21대, 불법 복제된 것으로 추정되는 게임기가 저장된 게임 콘솔 1대, 그리고 오디오 및 비디오 장비 여러 대를 압수했습니다. 압수품의 총 시장 가치는 약 60만 달러로 추산된다.
세관은 빅데이터 시스템을 활용한 정보 분석 및 사이버 순찰, 그리고 저작권자의 협조를 통해 불법 노래방 콘텐츠를 소지 및 제공하는 것으로 의심되는 여러 파티룸을 사전에 파악했다. 세관 당국은 센트럴, 청사완, 콴통, 몽콕, 타이콕추이, 토콰완, 판링, 콰이청, 췬완, 툰문 등 여러 지역의 파티룸 21곳을 급습하여 저작권 침해 혐의 물품과 관련 장비를 압수하고
본 조례에 따라 저작권자의 허가 없이 저작권 침해 복제물을 소지하거나, 타인이 이용할 목적으로 거래 또는 사업 과정에서 해당 복제물을 사용하는 행위는 범죄이다. 유죄 판결 시 최대 5만 달러의 벌금과 4년 이하의 징역형에 처해진다.
2. 불법 노동자 16명 체포
이민국(ImmD)은 8월 28일부터 9월 3일까지 홍콩 전역에 걸쳐 불법 노동자 단속 작전을 실시했다.
식품환경위생국 및 레저문화서비스국, 홍콩 경찰 및 노동부와 합동으로 식당, 마사지 업소, 리모델링 중인 아파트 등 여러 곳을 급습해 불법 노동자 용의자 13명, 고용주 용의자 2명, 그리고 체류 기간 초과자 1명이 체포되었다. 체포된 불법 노동자 용의자들은 33세에서 46세 사이의 남성 5명과 여성 8명으로 구성되었다. 이들 중 남성 1명과 여성 1명은 취업 금지 서약서를 소지하고 있었고, 여성 1명은 위조된 홍콩 신분증을 사용 및 소지한 혐의를 받고 있다. 39세와 48세 남성 2명은 불법 노동자를 고용한 혐의로 함께 체포되었다.
체류 조건을 위반하는 사람은 누구나 범죄를 저지른 것으로 간주된다. 또한, 방문객은 이민국장의 허가 없이 홍콩에서 유급이든 무급이든 취업할 수 없다. 위반자는 기소될 수 있으며, 유죄 판결 시 최대 5만 홍콩달러의 벌금과 2년 이하의 징역형에 처해진다. 방조자 또한 기소 및 처벌 대상이다.
3. 회사 이사, 고용 조례 위반, 사회봉사 명령 선고
그레이스(아시아) 그룹 리미티드와 CY 메디컬 에스테틱스 리미티드의 이사가 노동부(LD)에 의해 고용 조례(EO) 위반 혐의로 기소되었다.
해당 이사는 앞서 유죄 판결을 받았으며, 9월 4일 판링 치안법원에서 120시간의 사회봉사 명령을 선고받았다. 또한, 해당 이사는 관련 직원들에게 미지급된 총 약 93,000달러의 임금을 지급하라는 명령도 받았다.
두 회사는 정당한 사유 없이 고의로 고용 조례를 위반하여, 임금 지급 기간 만료 및 고용 계약 해지 후 7일 이내에 세 명의 직원에게 총 약 93,000홍콩달러의 임금을 지급하지 않은 혐의이다.
4. 건설업체, 안전 법규 위반으로 벌금형 선고
인 컨스트럭션 리미티드(In Construction Limited)는 9월 4일 샤틴 지방법원에서 공장 및 산업 사업장 조례, 공장 및 산업 사업장(리프팅 장비 및 리프팅 기기) 규정, 공장 및 산업 사업장(안전 관리) 규정을 위반한 혐의로 64만 달러의 벌금을 선고받았습니다. 노동부는 이 사건을 기소했다.
지난 2025년 9월 30일 타이포의 한 기초 공사 현장에서 사망 사고가 발행했다. 크롤러식 크레인이 철제 플랫폼 위에서 회전하던 중, 크레인 근처에 있던 여성 작업자가 크레인 후미와 철제 플랫폼의 금속 난간 사이에 끼어 사망했다.
5. 전화 사기 급증
전화 사기가 56% 급증하면서 피해액이 9억 홍콩달러를 넘어섰다.
경찰은 은행이나 통신 계좌에 이상이 있다고 거짓 주장하는 "가짜 고객 서비스" 수법이 전체 전화 사기의 약 40%를 차지한다고 밝혔다. 또한, 범죄자들이 관리자나 사업 파트너를 사칭하여 직원들을 속여 일상적인 회사 송금을 가로채는 기업 사칭 사기도 90% 이상 급증했다.
6. 디즈니랜드 호텔 폐쇄
400개의 객실을 갖춘 빅토리아풍의 플래그십 호텔인 디즈니랜드 호텔은 2026년 10월 12일부터 대대적인 "종합 개선 공사"를 위해 완전히 문을 닫는다.
이번 공사를 통해 몰입형 디즈니 영화 테마 객실이 새롭게 단장될 예정이다. 디즈니는 최종 재개장 날짜를 아직 발표하지 않았다.
기존 예약 고객은 정상 운영 중인 디즈니 익스플로러 롯지와 디즈니 할리우드 호텔로 안내되며, 인기 레스토랑인 크리스탈 로터스(캐릭터 딤섬으로 유명)는 공사 기간 동안 계속 폐쇄된다.
7 시티대학교 스캔들
신입생 오리엔테이션 캠프("O-캠프")에서 학생들의 몸에 멍과 상처가 있는 모습이 담긴 영상과 사진이 온라인에 유포되었다.
학생회 산하 조직위원회인 "메시아니스"는 공식적으로 집행위원회를 해산하고 공개 사과문을 발표했다. 시티대학교는 자체 조사위원회를 통해 내부 징계 조치를 시행하고, 행사 관리 의무 교육을 도입했으며, 정신 건강 지원 핫라인을 개설했다.
8 파크앤샵(ParknShop) 사기 사건 유죄 인정:
홍콩 반부패청(ICAC) 주도의 수사에서 5명이 법정에서 유죄를 인정했다.
이 사건은 창고 직원과 관리자들이 연루되어 출퇴근 기록부를 위조하고, 이전 지원자들의 개인 정보를 동의 없이 이용했다. 또한, 존재하지 않는 임시직 직원 13명의 출근 기록을 조작하여 2019년부터 2021년까지 320만 홍콩달러의 임금을 불법적으로 횡령한 사건이다.
ParknShop Fraud Case: Guilty Plea
Five individuals pleaded guilty in court following an investigation led by the Independent Commission Against Corruption (ICAC) of Hong Kong.
The case involved warehouse employees and managers who forged attendance records and used the personal information of previous applicants without their consent. Additionally, the attendance records of 13 non-existent temporary employees were manipulated to illegally embezzle HK$3.2 million in wages between 2019 and 2021.
Crackdown on Providers of Illegal Karaoke Content
From July 28 to September 3, Hong Kong Customs conducted a crackdown on providers of illegal karaoke content across Hong Kong under the "Operation Magpie."
Through this operation, Customs seized 21 karaoke machines containing songs presumed to be illegally copied, one game console containing game consoles presumed to be illegally copied, and several pieces of audio and video equipment. The total market value of the seized items is estimated at approximately $600,000.
Customs identified several party rooms suspected of possessing and providing illegal karaoke content in advance through information analysis utilizing big data systems, cyber patrols, and cooperation with copyright holders. Customs authorities raided 21 party rooms across various districts including Central, Cheung Sha Wan, Kwan Tong, Mong Kok, Tai Kok Tsui, To Kwa Wan, Fan Ling, Kwai Chung, Tsuen Wan, and Tuen Mun, seizing items and related equipment suspected of copyright infringement.
Under this ordinance, possessing copyright-infringing reproductions without the copyright holder's permission, or using such reproductions in the course of trade or business for the purpose of use by others, is a crime. A guilty verdict carries a fine of up to 50,000 HKD and imprisonment for up to four years.
**16 Illegal Workers Arrested**
The Immigration and Customs Department (ImmD) conducted a crackdown on illegal workers across Hong Kong from August 28 to September 3.
In a joint operation with the Food, Environment and Hygiene Department, the Leisure, Cultural and Service Department, the Hong Kong Police, and the Labour Department, raids were conducted on multiple locations including restaurants, massage parlors, and apartments undergoing renovation. As a result, 13 suspected illegal workers, 2 suspected employers, and 1 person overstaying their visa were arrested. The arrested illegal worker suspects consisted of five men and eight women aged between 33 and 46. Among them, one man and one woman were found to be in possession of non-employment pledges, while one woman is suspected of using and possessing a forged Hong Kong identity card. Two men, aged 39 and 48, were arrested together on charges of employing illegal workers.
Anyone who violates the conditions of stay is considered to have committed a crime. Additionally, visitors are prohibited from working in Hong Kong, whether paid or unpaid, without the permission of the Director General for Immigration. Violators may be prosecuted and, upon conviction, face a fine of up to HK$50,000 and imprisonment for up to two years. Accomplices are also subject to prosecution and punishment.
Company Directors Sentenced to Community Service for Employment Ordinance Violations
Directors of Grace (Asia) Group Limited and CY Medical Aesthetics Limited have been charged by the Labour and Manpower Department (LD) with violating the Employment Ordinance (EO). The director in question was previously convicted and sentenced to 120 hours of community service at the Fanling Magistrates' Court on September 4. Additionally, the director was ordered to pay a total of approximately HK$93,000 in unpaid wages to the relevant employees.
The two companies are accused of intentionally violating employment ordinances without just cause by failing to pay a total of approximately HK$93,000 in wages to three employees within seven days of the expiration of the wage payment period and the termination of employment contracts.
Construction Company Fined for Safety Regulation Violations
In Construction Limited was fined HK$640,000 at the Sha Tin District Court on September 4 for violating the Factory and Industrial Workplace Ordinance, the Factory and Industrial Workplace (Lifting Equipment and Lifting Devices) Regulations, and the Factory and Industrial Workplace (Safety Management) Regulations. The Labour Department prosecuted the case.
On September 30, 2025, a fatal accident occurred at a foundation construction site in Tai Po. A female worker standing near a crawler crane was killed when she was trapped between the rear of the crane and the metal railing of the steel platform while the crane was rotating on a steel platform.
Surge in Phone Fraud
Phone fraud has surged by 56%, with losses exceeding HK$900 million.
Police stated that "fake customer service" schemes, in which perpetrators falsely claim there are issues with bank or telecommunications accounts, account for approximately 40% of all phone fraud. Additionally, corporate impersonation scams, in which criminals pose as managers or business partners to deceive employees and intercept routine company transfers, have also surged by over 90%.
Disneyland Hotel Closure
The Disneyland Hotel, a Victorian-style flagship hotel with 400 rooms, will be completely closed starting October 12, 2026, for extensive "renovation work."
During this renovation, immersive Disney movie-themed rooms are scheduled to be refurbished. Disney has not yet announced a final reopening date.
Customers with existing reservations will be directed to the Disney Explorer Lodge and Disney Hollywood Hotel, which are currently operating normally, while the popular restaurant Crystal Lotus (famous for its character dim sum) will remain closed during the renovation period. Videos and photos showing students with bruises and injuries on their bodies during the freshman orientation camp ("O-Camp") were leaked online.
"Messianis," an organizing committee under the student union, officially dissolved its executive committee and issued a public apology. City University implemented internal disciplinary measures through its own investigative committee, introduced mandatory event management training, and established a mental health support hotline.
