보건부, 의료사고 조사 완료
보건부(DH)는 9월 4일 센트럴에 위치한 당일 시술 센터(DPC) "힐 퍼틸리티 리미티드"에서 발생한 중대 의료사고에 대한 조사를 완료했다고 발표했다. 이번 조사는 민간 의료 시설 조례(제633장)에 따라 진행되었다.
보건부의 지시에 따라 해당 DPC는 유사 사건 재발 방지 및 향후 조례에 따른 당일 시술 센터 운영 규정(운영 규정) 준수를 위한 일련의 개선 조치를 시행했다. 조례에 따르면 모든 중대 의료사고는 발생 후 24시간 이내에 보건부에 보고해야 한다.
7월 초, 보건부는 DPC(디지털 피임 센터)가 실험실 검사를 위해 보낸 배아 생검 표본에서 오류를 발견한 후에도 규정된 기한 내에 보건부에 보고하지 않아 실무 규정을 위반했다고 밝혔다.
7월 7일, 인간생식기술위원회(위원회)는 DPC에서 허가받은 17개 치료 서비스 중 14개 서비스의 운영을 중단하고, 조사 완료 시까지 정자 또는 배아 보관과 관련된 3개 서비스만 허용했다.
보건부는 생식 기술 시술을 제공할 수 있도록 허가받은 모든 민간 의료기관은 보건부와 데이터보호위원회가 정한 관련 허가 조건 및 행동 강령을 엄격히 준수해야 함을 재차 강조했다.
Ministry of Health Completes Investigation into Medical Malpractice
The Ministry of Health (DH) announced on September 4 that it has completed its investigation into a serious medical malpractice incident that occurred at "Heal Fertility Limited," a Digital Contraception Center (DPC) located in Central. This investigation was conducted in accordance with Chapter 633 of the Private Medical Facilities Ordinance.
Following instructions from the Ministry of Health, the DPC implemented a series of corrective measures to prevent the recurrence of similar incidents and to ensure future compliance with the Operational Regulations for Digital Contraception Centers under the Ordinance. According to the Ordinance, all serious medical malpractice incidents must be reported to the Ministry of Health within 24 hours of their occurrence.
In early July, the Ministry of Health stated that the Digital Contraception Center violated operational regulations by failing to report errors discovered in embryo biopsy samples sent for laboratory testing to the Ministry within the prescribed timeframe. On July 7, the Human Reproductive Technology Committee (the Committee) suspended operations for 14 of the 17 treatment services licensed by the DPC and permitted only three services related to sperm or embryo storage until the investigation is completed.
The Ministry of Health reiterated that all private medical institutions licensed to provide reproductive technology procedures must strictly comply with the relevant licensing conditions and codes of conduct established by the Ministry of Health and the Data Protection Commission.
