홍콩, 폭염 경보 강화
홍콩 노동부는 고온 환경에서 근무하는 근로자의 건강을 더욱 효과적으로 보호하기 위해 작업장 열 스트레스 경보(HSWW) 시스템을 강화한다고 발표했다.
8월 28일(금)부터 두 가지 새로운 조건이 도입되어 경보 단계가 조정된다.
첫째, 홍콩 천문대의 "극심한 폭염" 특별 경보가 발령되면, 경보 단계 상향 조정 기준이 낮아져 더 빠른 경보 발령이 가능해진다.
둘째, 홍콩 전역의 기온이 섭씨 35도 이상에 도달하면, 경보 발령 기준이 낮아지는 것 외에도 경보 단계가 한 단계 상향 조정된다. 예를 들어, 황색에서 적색으로, 또는 적색에서 흑색으로 상향 조정되어 비정상적으로 높은 온도에서 작업할 때 발생할 수 있는 건강 위험에 대해 시민들에게 경고한다.
노동부는 시스템 개선으로 고용주나 근로자에게 추가적인 업무 부담이 발생하지 않을 것이라고 밝혔다. 고용주와 근로자는 노동부에서 발표하는 산업안전보건기준(HSWW) 수준을 지속적으로 확인하고 이에 맞춰 근무 계획을 조정해야 한다.
고용주는 고온 환경에서 근무하는 근로자에 대한 열 스트레스 위험 평가를 실시하고, 근무 시간 조정, 차양 설치, 환기 및 냉방 장비 제공, 수분 섭취 및 주기적인 휴식 권장 등 열사병 예방 조치를 시행해야 한다.
Hong Kong Strengthens Heatwave Alerts
The Hong Kong Labour Department announced that it is strengthening the Workplace Heat Stress Warning (HSWW) system to more effectively protect the health of workers working in high-temperature environments.
Starting Friday, August 28, two new conditions will be introduced to adjust the alert levels.
First, if the Hong Kong Observatory issues a special "Extreme Heatwave" alert, the criteria for raising the alert level will be lowered, allowing for earlier alert issuance.
Second, if temperatures across Hong Kong reach 35 degrees Celsius or higher, the alert level will be raised by one not only to lower the criteria for issuing an alert but also to raise the level itself. For example, the alert will be raised from yellow to red, or from red to black, to warn citizens of the health risks that may arise from working in abnormally high temperatures.
The Labour Department stated that the system improvements will not impose an additional workload on employers or workers. Employers and workers must continuously monitor the Occupational Safety and Health Warning (HSWW) levels announced by the Labour Department and adjust their work schedules accordingly.
Hong Kong Strengthens Heatwave Alerts Employers must conduct a heat stress risk assessment for workers working in high-temperature environments and implement heatstroke prevention measures, such as adjusting working hours, installing shade, providing ventilation and cooling equipment, and encouraging fluid intake and periodic breaks.
