황강항 개항 훈련, 2만명 동원
홍콩은 이번 주 토요일, 황강 신항에서 선전과의 두 번째 대규모 국경 통과 훈련을 을 실시하기 위해 공무원 2만 명을 동원한다. 이번 훈련은 공식 개항을 앞두고 승객이 가장 많이 몰리는 시간대의 항만 수용 능력을 시험하기 위한 것이다.
이번 훈련은 지난 토요일(8월 22일) 1만 명의 공무원이 참여한 훈련에 이은 것으로. 존 리 카치우 홍콩 행정장관은 수요일, 이번 확대 훈련의 목적은 최대 수용 시간 동안 항만의 운영 능력을 평가하고, 극한의 혼잡 상황에서의 다양한 운영 시나리오를 면밀히 검토하는 것이라고 밝혔다.
당국은 이번 스트레스 테스트를 통해 국경 검문소가 가장 혼잡한 시간대에도 안전하고 질서 있는 운영을 유지하고 승객들에게 쾌적한 서비스를 제공할 수 있는지 여부를 판단할 수 있기를 기대하고 있다.
존리 장관은 정부가 지난 3주 동안 다양한 형식의 시험 및 훈련을 80회 이상 실시하여 승객과 차량 통행량을 평가하고 운영 효율성을 더욱 개선했다고 밝히고 지방 당국이 선전시 관계자들과 합동 및 개별 훈련을 통해 협력하고 있다고 덧붙였다. 운영 안전성과 원활한 승객 흐름이 완전히 검증되면 정부는 공식 개통일을 발표하고 가능한 한 빨리 국경 검문소를 일반에 개방할 예정이다.
Mobilizing 20,000 Officials for Huanggang Port Opening Exercise
Hong Kong is mobilizing 20,000 officials this Saturday to conduct a second large-scale border crossing exercise with Shenzhen at Huanggang New Port. The exercise is intended to test the port's capacity during peak passenger hours ahead of its official opening.
This follows an exercise held last Saturday (August 22) that involved 10,000 officials. Hong Kong Chief Executive John Lee Ka-chiu stated on Wednesday that the purpose of this expanded exercise is to evaluate the port's operational capabilities during peak hours and to closely examine various operational scenarios under extreme congestion conditions.
Authorities hope that this stress test will allow them to determine whether border checkpoints can maintain safe and orderly operations and provide pleasant service to passengers even during peak hours.
Chief Executive Lee noted that the government has conducted over 80 tests and exercises of various formats over the past three weeks to evaluate passenger and vehicle traffic and further improve operational efficiency, adding that local authorities are cooperating with Shenzhen city officials through joint and individual training exercises. Once operational safety and smooth passenger flow are fully verified, the government plans to announce the official opening date and open the border checkpoints to the public as soon as possible.
