홍콩 5개년 계획 9월 16일 발표
존 리 행정장관은 8월 26일, 홍콩 특별행정구의 제1차 5개년 경제사회발전 계획(2026-2030)과 2026년 정책 연설을 9월 16일에 발표할 것이라고 밝혔다.
제1차 5개년 계획 발표 직후 정책 연설을 발표하는 것은 두 문서 간의 긴밀한 연관성을 시민들이 더 잘 이해할 수 있도록 하기 위함이라고 설명했다.
“홍콩의 제1차 5개년 계획은 향후 5년간 홍콩의 경제사회발전을 위한 청사진을 제시하는 미래지향적이고 전략적인 방향 제시 문서입니다. 정책 연설은 행정장관이 제1차 5개년 계획을 어떻게 이행해 왔는지에 대한 연례 보고서이며, 현 상황에 대응하여 그 해의 주요 정책 우선순위를 제시합니다. 이 두 문서는 불가분의 관계에 있습니다.”고 말했다.
홍콩의 제1차 5개년 계획과 정책 연설을 함께 읽으면 정부가 2026년에 계획에 제시된 방향과 전략을 추진하기 위해 어떤 정책을 시행할 것인지 시민들이 더욱 쉽게 이해할 수 있을 것이라고 말했다.
정책 연설에서 여러 지표를 연간 이정표로 설정하고, 국제 정세, 경제 전망, 그리고 최근 동향을 고려하여 매년 정책 계획, 핵심 정책 우선순위, 주요 사업들을 수립해 나갈 것이라고 밝혔다.
입법회(LegCo) 회의에서 홍콩의 제1차 5개년 계획을 발표할 예정이며, 정책 연설은 회의 직후에 공개될 예정이다.
Hong Kong Five-Year Plan to be Announced on September 16
Chief Executive John Lee announced on August 26 that the Hong Kong Special Administrative Region’s First Five-Year Economic and Social Development Plan (2026-2030) and the 2026 Policy Address will be released on September 16.
He explained that releasing the Policy Address immediately after the announcement of the First Five-Year Plan is intended to help citizens better understand the close connection between the two documents.
“Hong Kong’s First Five-Year Plan is a forward-looking and strategic document that presents a blueprint for Hong Kong’s economic and social development over the next five years. The Policy Address is an annual report on how the Chief Executive has implemented the First Five-Year Plan and presents the key policy priorities for that year in response to the current situation. These two documents are inextricably linked,” he stated.
It was stated that reading Hong Kong’s First Five-Year Plan and the policy speech together would make it easier for citizens to understand what policies the government will implement to advance the directions and strategies outlined in the plan by 2026.
In the policy speech, it was announced that various indicators would be set as annual milestones, and that annual policy plans, key policy priorities, and major projects would be formulated in consideration of international affairs, economic outlooks, and recent trends.
Hong Kong’s First Five-Year Plan is scheduled to be announced at the Legislative Council (LegCo) meeting, and the policy speech is set to be released immediately after the meeting.
