1. 불법 대체 흡연 제품을 반입, 징역 6개월 선고
8월 22일 카우롱시티 치안법원에서 한 남성이 33,800개의 대체 흡연 제품을 불법으로 반입한 혐의로 징역 6개월을 선고받았다.
보건부는 이번 판결을 환영하며, 시민과 방문객들에게 전자담배, 가열식 담배, 허브 담배와 같은 대체 흡연 제품을 홍콩으로 반입하거나 사용하지 말 것을 당부했다.
보건부 산하 담배·주류통제국(TACO)은 8월 20일 홍콩 세관으로부터 일본에서 입국한 해당 남성의 수하물에서 33,800개의 대체 흡연 제품이 적발되었다는 통보를 받았고 해당 남성을 체포하고 기소했다.
2025년 9월 19일, 담배규제법 개정안(TACO 검사관에게 체포 권한을 부여하는 내용)이 발효된 이후, TACO는 대량의 대체 흡연 제품 수입과 관련된 29건의 사건을 기소했다. 이 중 31명이 유죄 판결을 받고 4주에서 8개월에 이르는 징역형을 선고받았다.
수출입 조례(제60장)에 따르면, 전자담배, 가열식 담배, 허브 담배 등 대체 흡연 제품을 수입하는 자는 범죄를 저지른 것으로 간주되어 약식 재판에서는 50만 홍콩달러의 벌금과 2년 이하의 징역형에, 정식 재판에서는 200만 달러의 벌금과 7년 이하의 징역형에 처해질 수 있다.
흡연(공중보건) 조례(제371장)에 따라 누구든지 상업적 목적으로 대체 흡연 제품을 홍보, 제조, 판매 또는 소지할 수 없다. 위반자는 5만 달러의 벌금과 6개월 이하의 징역형에 처해질 수 있다.
2. 중국 본토 스타, 영화촬영 현장
미드레벨에 열성팬 몰려
최근, 젊은 여성들이 스텁스 로드(Stubbs Road)에 이른 아침부터 늦은 밤까지 모여드는 모습이 목격되었다. 목격자들은 이들이 스마트폰으로 미드레벨스 지역의 건물 옥상을 촬영하며 지나가는 사람들의 시선을 사로잡았다고 전했다.
이들은 유명한 중국 본토 배우의 촬영 현장을 잠깐이라도 보기 위해 오랜 시간 동안 기다린 것으로 알려졌다.
8월 20일, 한 목격자는 중국어를 구사하는 수십 명의 여성들이 이 지역에 모여 있는 것을 보았다고 보고했다
중국 본토 출신의 유명 배우 정이(鄭義)가 촬영 중이었다. 시민들은 소음 공해에 대한 우려를 표명했다.
홍콩 곳곳에서 촬영이 진행되는 가운데, 수많은 팬들이 몰려들어 열기를 더하고 있다. 최근 센트럴의 린드허스트 테라스(Lyndhurst Terrace)에서 진행된 촬영 현장에는 200명이 넘는 팬들이 몰려들어 교통 체증과 소음이 심각해져 결국 경찰이 출동해 질서 유지를 하기도 했다.
3. 호텔 객실에서의 피싱 사기 적발
50만 홍콩달러 상당
홍콩 범죄국은 호텔 객실을 거점으로 운영되던 정교한 피싱 문자 메시지 사기 조직을 적발하고, 사기 공모 혐의로 남성 두 명을 체포했다. 경찰은 현장에서 '모뎀 풀' 장치, 여러 대의 휴대전화, 100개가 넘는 유심 카드를 압수했다.
이 조직은 택배 회사와 결제 플랫폼을 사칭한 사기성 문자 메시지를 대량으로 발송하여 피해자들에게 최소 50만 홍콩달러를 송금하도록 유도한 것으로 추정된다.
경찰에 따르면, 여러 개인으로부터 대량의 사전 등록된 유심 카드를 확보한 혐의를 받는 31세와 44세 중국인 남성 두 명을 대상으로 진행되었다. 객실 내부에서 경찰은 여러 개의 유심 카드를 동시에 사용할 수 있는 '모뎀 풀'이라는 장치를 발견했다. 이 장치를 통해 조직은 단시간 내에 여러 개의 번호로 대량의 사기 메시지를 발송할 수 있었다. 압수된 휴대전화를 조사한 결과 약 2,000건의 피싱 메시지가 전송된 것으로 확인되었다.
이러한 문자 메시지는 택배 회사의 배송 실패를 가장하거나, 실수로 가입한 보험을 취소하려면 수수료가 필요하다는 내용 등 허위 정보를 담고 있었다.
경찰은 실명으로 등록된 개인 유심카드를 판매하거나 빌려주는 것은 심각한 범죄임을 강조했다
카드가 부정 사용에 사용될 경우, 원래 소유자는 범죄 방조 혐의로 형사 책임을 질 수 있다. 사기 공모죄는 최대 14년의 징역형에 처해진다.
4. 미터기 요금 조작 택시운전자 2명 적발
홍콩섬 교통국과 센트럴 지구 교통팀은 지난 금요일 불법 택시 영업을 단속하기 위한 합동 작전을 실시했다.
단속 과정에서 당국은 법규를 위반한 택시 두 대를 적발하고, 69세와 31세 남성 운전사 두 명에게 소환장을 발부할 예정이라고 발표했다. 두 택시는 가든 로드와 윈덤 스트리트에서 적발되었다. 운전사들은 미터기 표시등을 켜지 않아 승객을 태울 수 없는 점, 운전사 신분증을 지정된 위치에 부착하지 않은 점 등 여러 위반 혐의이다.‘
또한, 운전사의 외모 및 복장 관련 공공 서비스 차량 규정을 위반한 혐의도 받고 있다.
5. 이웃집 에어컨에 오물 투척,
집행유예 선고
샤우케이완에 거주하는 한 주부가 재물손괴 및 사유재산에 오물을 투척한 혐의로 8월 21일 구속을 면하는 집행유예를 선고받았다.
동부 치안법원에서는 수엔 시우퐁(59세) 씨가 이웃집 CCTV 카메라를 파손하고, 수주에 걸쳐 샤우케이완 로드에 있는 한 아파트의 에어컨 실외기에 오물과 기타 불쾌한 물질을 투척한 혐의로 기소되었다. 법원은 수엔 씨에게 1개월 징역형을 선고하되, 24개월간 집행유예를 부여하고, 2,900 홍콩달러의 배상금을 지급하도록 명령했다.
담당 판사는 피고인의 지속적이고 계획적인 괴롭힘이 피해자들에게 공포와 고통을 안겨주었다며, 법원은 이러한 저급한 괴롭힘을 용납하지 않을 것이라고 강조했다.

1. Sentenced to 6 Months in Prison for Illegally Importing Alternative Smoking Products
On August 22, a man was sentenced to six months in prison at the Kowloon City Magistrates' Court for illegally importing 33,800 alternative smoking products.
The Department of Health welcomed the ruling and urged citizens and visitors not to import or use alternative smoking products, such as e-cigarettes, heated tobacco products, and herbal tobacco, into Hong Kong.
The Tobacco & Alcohol Control Bureau (TACO), under the Department of Health, received notification from Hong Kong Customs on August 20 that 33,800 alternative smoking products were found in the luggage of the man who had entered from Japan; the man was subsequently arrested and charged.
Since the Tobacco Control Act amendment (which grants arrest authority to TACO inspectors) came into effect on September 19, 2025, the TACO has charged 29 cases related to the import of large quantities of alternative smoking products. Of these, 31 were found guilty and sentenced to prison terms ranging from four weeks to eight months.
According to the Import and Export Ordinance (Chapter 60), anyone importing alternative smoking products, such as electronic cigarettes, heated tobacco products, or herbal tobacco, is considered to have committed a crime. In summary trials, they may face a fine of HK$500,000 and a prison sentence of up to two years, while in formal trials, they may face a fine of HK$2 million and a prison sentence of up to seven years.
Under the Smoking (Public Health) Ordinance (Chapter 371), no one is permitted to promote, manufacture, sell, or possess alternative smoking products for commercial purposes. Violators may face a fine of HK$50,000 and a prison sentence of up to six months.
2. Mainland Chinese Stars on Film Set

Recently, young women were spotted gathering on Stubbs Road from early morning until late at night. Witnesses reported that they captured the attention of passersby by filming the rooftops of buildings in the Mid-Levels area with their smartphones. It is reported that they waited for a long time to catch even a brief glimpse of a famous mainland Chinese actor on set.
On August 20, a witness reported seeing dozens of Chinese-speaking women gathered in the area.
Famous mainland Chinese actor Cheng Yi was filming. Citizens expressed concerns about noise pollution.
As filming takes place across Hong Kong, crowds of fans are flocking to the site, adding to the excitement. Recently, at a filming location in Lyndhurst Terrace in Central, over 200 fans gathered, causing severe traffic congestion and noise, eventually requiring police intervention to maintain order.
3. Phishing Scam Detected in Hotel Room

The Hong Kong Criminal Investigation Bureau uncovered a sophisticated phishing text message scam organization operating from hotel rooms and arrested two men on charges of conspiracy to commit fraud. Police seized a "modem pool" device, multiple mobile phones, and over 100 SIM cards at the scene.
The organization is suspected of inducing victims to transfer at least 500,000 Hong Kong dollars by sending mass fraudulent text messages impersonating courier companies and payment platforms.
According to police, the operation targeted two Chinese men, aged 31 and 44, suspected of obtaining a large number of pre-registered SIM cards from multiple individuals. Inside the hotel room, police discovered a device known as a "modem pool," which allows multiple SIM cards to be used simultaneously. Through this device, the organization was able to send a large volume of fraudulent messages to multiple numbers in a short period of time. An examination of the seized mobile phones confirmed that approximately 2,000 phishing messages had been transmitted.
These text messages contained false information, such as feigning delivery failures by courier companies or claiming that a fee was required to cancel insurance policies signed up by mistake. The police emphasized that selling or lending personal SIM cards registered under one's real name is a serious crime.
If the card is used for fraudulent purposes, the original owner may face criminal liability for aiding and abetting the crime. Conspiracy to commit fraud carries a maximum sentence of 14 years in prison.
4. Two Taxi Drivers Caught Manipulating Meter Fares
The Hong Kong Island Transport Department and the Central District Transport Team conducted a joint operation last Friday to crack down on illegal taxi operations.
During the crackdown, authorities identified two taxis violating regulations and announced plans to issue summonses to two male drivers, aged 69 and 31. The two taxis were caught on Garden Road and Wyndham Street. The drivers are accused of multiple violations, including failing to turn on the meter indicator, which prevents them from picking up passengers, and failing to display their driver identification cards in designated locations.
They are also suspected of violating public service vehicle regulations regarding the driver's appearance and attire. 5. Throwing Filth at Neighbor's Air Conditioner,
Suspended Sentence
A housewife residing in Shau Kei Wan was sentenced to a suspended sentence on August 21, avoiding imprisonment, on charges of property damage and throwing filth at private property.
At the Eastern Magistrates' Court, Suen Siu-fong (59) was charged with damaging a neighbor's CCTV camera and throwing filth and other unpleasant substances at the outdoor unit of an air conditioner at an apartment on Shau Kei Wan Road over several weeks. The court sentenced Suen to one month in prison, but granted a 24-month suspended sentence and ordered her to pay HK$2,900 in damages.
The presiding judge emphasized that the defendant's persistent and premeditated harassment inflicted fear and suffering on the victims, stating that the court would not tolerate such low-level harassment.
