1. 목줄 없이 위험한 개, 관리 남성, 기소
농림수산보존국(AFCD)은 8월 19일 대형견을 제대로 관리하지 못한 52세 남성을 위험견 관리법 위반 혐의로 기소했다. 또한 동물 학대 방지 조례 위반 혐의도 추가 기소를 검토 중이다.
이 남성은 7월과 8월 사이에 최소 두 차례 이상 공공장소에서 자신의 개를 목줄 없이 방치한 혐의를 받고 있다. 이로 인해 해당 개는 다른 개 세 마리를 공격하여 7월 10일에는 한 마리를 다치게 하고 8월 17일에는 두 마리를 죽였다.
농무부 산하 농약관리국(AFCD)은 공공 안전과 동물 복지에 대한 확고한 의지를 재확인하며, 법무부와 긴밀히 협력하여 이번 수사와 기소를 진행하고 있다.
또한, 지역 동물 복지 단체들과의 지속적인 협력을 통해 책임감 있는 반려견 소유 문화를 장려하고, 반려견 행동 교육 과정을 제공할 예정이다.
더불어, AFCD는 무책임한 반려견 소유를 방지하기 위해 더 강력한 법적 억제책이 필요한지 여부를 판단하기 위해 현행 처벌 규정을 검토하고 있다.
2. 홍콩 세관, 화장품 업체 직원 체포
홍콩 세관은 8월 19일, 화장품 업체들의 불공정 거래 행위 단속 작전을 실시했다. 스킨케어 제품 및 미용 기기 판매 과정에서 공격적인 상업 행위를 한 혐의를 받는 소매업체에 대한 조사 중이다. 해당 업체의 재무 담당자와 관리 담당자가 상품 설명 조례(이하 "조례") 위반 혐의로 체포되었다.
소비자는 제품 세부 정보 및 가격을 완전히 이해하지 못했거나 구매를 원하지 않는 경우, 판매 계약서에 서명하거나 대금을 지불하는 것을 단호히 거부해야 한다.
조례에 따라, 판매자가 괴롭힘, 강압 또는 부당한 영향력을 행사하여 소비자의 선택의 자유나 행동을 제한하거나 저해함으로써 소비자가 거래를 결정하도록 유도하는 경우, 공격적 상업 행위라는 범죄를 저지른 것으로 간주된다. 유죄 판결 시 최대 50만 홍콩달러의 벌금과 5년 이하의 징역형에 처해질 수 있다.
세관은 항상 소비자 권리 보호를 매우 중요하게 생각하며 불공정 거래 행위에 대해 무관용 원칙을 적용하여, 부도덕한 판매자에 대한 강력한 단속을 지속할 것이라고 경고했다.
3. 삼수이포 미용실에서 고객 쓰러져 사망
8월 18일 수요일 저녁 삼수이포의 한 미용실에서 51세 남성이 쓰러져 사망했다.
경찰은 오후 7시 1분경 미용실 주인으로부터 고객이 쓰러졌다는 신고를 받았다. 해당 미용실은 27 Shek Kip Mei Street에 위치해 있다.
이 남성은 의식을 잃은 채 카리타스 의료센터로 이송되었으나 결국 사망했다. 사망 원인은 부검 결과가 나올 때까지 보류 중이다.
4. 몽콕 카드샵 사기, 피해자 44명, 147만 달러 피해…3명 체포
몽콕의 한 게임 카드샵에서 고객들에게서 대금을 받고 상품을 배송하지 않은 채 문을 닫은 사기 사건과 관련하여 3명이 체포되었다.
경찰은 지난 8월 15일부터 네이선 로드 608번지에 위치한 해당 샵에서 직접 또는 온라인으로 상품을 주문하고 결제한 피해자들로부터 여러 건의 신고를 접수했다. 샵은 갑자기 문을 닫았고 소셜 미디어 계정도 비활성화되어 고객들은 주인에게 연락할 수 없었다.
총 44명의 피해자가 확인되었으며, 피해액은 1인당 약 900홍콩달러에서 4만 2천 홍콩달러에 이르며, 총 피해액은 약 147만 홍콩달러에 달한다. 해당 샵은 주로 원피스 게임 카드를 판매했다.
경찰은 화요일, 42세에서 50세 사이의 현지 남성 2명과 외국인 여성 1명을 사기 혐의로 체포했다.
5. 묻지마 강도,
상수이에서 남성, 30만 홍콩달러 상당의 롤렉스 시계 도난당해
36세 남성이 8월 19일 수요일 밤 상수이에서 강도를 당해 약 30만 홍콩달러 상당의 롤렉스 시계를 도난당했다.
피해자 리 씨는 밤 11시 31분경 샤타우콕 로드-룽예욱타우 로드에 위치한 학파이차이 마을에서 25~30세 남성 5명에게 쇠막대를 들이대며 습격을 당했다. 범인들은 그의 시계를 훔쳐 달아났고, 승용차를 타고 도주했다.
피해자는 손에 부상을 입고 허리 통증을 호소했으며, 의식이 있는 상태로 북구 병원으로 이송되었다. 경찰은 이 사건을 상해 및 절도 혐의로 분류하고 수사 중이다.

1. Dangerous Dog Without Leash, Man Charged
On August 19, the Agriculture, Forestry, Fisheries and Conservation Department (AFCD) charged a 52-year-old man with violating the Dangerous Dog Control Act for failing to properly manage a large dog. They are also considering additional charges for violating the Animal Cruelty Prevention Ordinance.
The man is accused of leaving his dog unleashed in public places at least twice between July and August. As a result, the dog attacked three other dogs, injuring one on July 10 and killing two on August 17.
The Agro-Pest Control Department (AFCD), under the Ministry of Agriculture, is conducting this investigation and prosecution in close cooperation with the Department of Justice, reaffirming its firm commitment to public safety and animal welfare.
Furthermore, through continued cooperation with local animal welfare organizations, they plan to promote a culture of responsible dog ownership and provide dog behavior training courses. In addition, the AFCD is reviewing current penalty regulations to determine whether stronger legal deterrents are needed to prevent irresponsible dog ownership.
2. Hong Kong Customs Arrests Cosmetics Company Employees
On August 19, Hong Kong Customs conducted an operation to crack down on unfair trade practices by cosmetics companies. They are currently investigating a retailer suspected of engaging in aggressive commercial practices during the sale of skincare products and beauty devices. The company's finance officer and management officer were arrested on charges of violating the Product Description Ordinance (hereinafter referred to as the "Ordinance").

Under the Ordinance, if a seller induces a consumer to decide on a transaction by restricting or hindering the consumer's freedom of choice or action through harassment, coercion, or the exercise of undue influence, they are deemed to have committed the crime of aggressive commercial practices. Upon conviction, they may face a fine of up to HK$500,000 and imprisonment for up to five years.
Customs warned that it always places great importance on protecting consumer rights and will continue strong crackdowns on unethical sellers by applying a zero-tolerance policy to unfair trade practices.
3. Customer Collapses and Dies at Sham Shui Po Hair Salon
On the evening of Wednesday, August 18, a 51-year-old man collapsed and died at a hair salon in Sham Shui Po.
Police received a report from the salon owner around 7:01 PM stating that a customer had collapsed. The salon is located at 27 Shek Kip Mei Street.
The man was transported to Caritas Medical Center while unconscious but eventually passed away. The cause of death is pending the results of the autopsy.
4. Mong Kok Card Shop Fraud: 44 Victims, $1.47 Million in Losses… 3 Arrested
Three people have been arrested in connection with a fraud case at a gaming card shop in Mong Kok, where the shop closed its doors after receiving payments from customers without shipping the goods. Police have received multiple reports since August 15 from victims who ordered and paid for goods, either in person or online, at the shop located at 608 Nathan Road. The shop suddenly closed its doors, and its social media accounts were deactivated, leaving customers unable to contact the owner.
A total of 44 victims have been identified, with losses ranging from approximately HK$900 to HK$42,000 per person, totaling about HK$1.47 million. The shop primarily sold One Piece game cards.
On Tuesday, police arrested two local men aged between 42 and 50 and one foreign woman on fraud charges.
5. Random Robbery
Man Stolen HK$300,000 Rolex Watch in Ssang Shui
A 36-year-old man was robbed of a Rolex watch worth approximately HK$300,000 in Ssang Shui on the night of Wednesday, August 19. The victim, Mr. Li, was attacked with iron bars by five men aged 25 to 30 around 11:31 PM in Hak Pai Chai village, located between Shataw Kok Road and Lung Yeuk Tau Road. The perpetrators stole his watch and fled in a passenger car.
The victim sustained hand injuries and complained of back pain; he was transported to a hospital in the North District while conscious. The police are investigating the incident, classifying it as assault and theft.
