노후 건물 용적률 인하 시범 사업,
9월 시행 예정
정부는 9월에 시행될 용적률 인하 시범 사업의 세부 요건 및 시행 방안을 담은 공동 실무 지침을 발표했다.
베르나데트 린 개발부 장관은 낙후된 지역의 재개발을 촉진하기 위해 시장 자원을 집중시키고자, 이번 시범 사업은 청사완, 마타우콕, 몽콕, 사이잉푼, 그리고 셩완, 췬완, 완차이, 야우마테이 등 7개 구시가지에서 시행될 것이라고 밝혔다.
시범 사업의 다른 요건을 충족하는 이 7개 구도심 내 민간 재개발 부지는 용적률(PR)을 20% 추가로 확보하여 재개발 사업의 재정적 타당성을 높일 수 있다.
당국은 50년 이상 된 건물이 매년 500채 이상 증가하고 있으며, 향후 15년 동안 연평균 700채 이상 증가할 것으로 예상되는 상황에서 정부가 시장의 재개발 참여를 유도하는 혁신적이고 과감한 정책을 채택해야 한다고 설명했다.
본 시범 사업은 올해 9월 1일부터 2031년 8월 31일까지 5년간 시행된다.
개발부는 시범 사업의 효과를 적시에 평가하고, 시장 반응을 고려하여 시범 사업 기간 연장 등 필요한 조정을 도입할 예정이다.
Pilot Project for Reducing Floor Area Ratios for Aging Buildings
Scheduled for Implementation in September
The government has announced joint working guidelines containing detailed requirements and implementation plans for the pilot project to reduce floor area ratios, which is set to begin in September.
Bernadette Linh, Minister for Development, stated that this pilot project will be implemented in seven old urban districts—Cheung Sha Wan, Ma Tau Kok, Mong Kok, Sai Ying Pun, Sheung Wan, Tsuen Wan, Wan Chai, and Yau Ma Tei—in order to concentrate market resources to promote the redevelopment of underdeveloped areas.
Private redevelopment sites within these seven old urban districts that meet other requirements of the pilot project can secure an additional 20% floor area ratio (PR), thereby enhancing the financial feasibility of the redevelopment projects.
Authorities explained that with the number of buildings over 50 years old increasing by more than 500 annually and projected to increase by an average of over 700 per year over the next 15 years, the government must adopt innovative and bold policies to encourage market participation in redevelopment. This pilot project will be implemented for five years, from September 1 of this year to August 31, 2031.
The Development Department plans to evaluate the effectiveness of the pilot project in a timely manner and introduce necessary adjustments, such as extending the pilot project period, in consideration of market response.
