광견병 위반 혐의 기소
농림수산보존국(AFCD)은 8월 12일 광견병예방법(제421A장) 제20조 위반 혐의로 한 여성을 기소했다고 밝혔다. 해당 여성은 유효한 허가 없이 136마리의 개를 사육한 혐의를 받고 있다.
AFCD는 앞서 위엔롱(Yuen Long) 지역의 한 동물 보호소에 대한 민원을 접수하고 즉시 현장 점검을 실시했다. 점검 결과, 총 136마리의 개가 유효한 허가 없이 사육되고 있는 것으로 의심됩니다. 이 사건은 9월 2일 툰문 치안법원에서 심리될 예정이다.
광견병예방법(제421A장)에 따르면 생후 5개월 이상 된 모든 개는 유효한 허가를 받아야 하며, 3년 이내에 갱신해야 한다. 범죄로 유죄 판결을 받은 사람은 최대 1만 홍콩 달러의 벌금형에 처해진다.
농업·식품·보존국(AFCD) 대변인은 반려견 소유주들에게 정기적인 광견병 예방 접종과 반려견 면허 등록은 법적 의무일 뿐만 아니라 동물 건강과 공공 안전을 보호하는 중요한 조치임을 다시 한번 강조했다.
AFCD는 앞으로 공공장소에서 반려견 면허증 소지 여부 검사를 적극적으로 실시하고, 유효한 면허증이 없는 반려견 소유주에 대해서는 법적 조치를 취할 예정이다.
Indicted on Rabies Violation
The Agriculture, Forestry, Fisheries and Conservation Department (AFCD) announced on August 12 that it has indicted a woman on charges of violating Article 20 of the Rabies Prevention Act (Chapter 421A). The woman is accused of keeping 136 dogs without a valid permit.
The AFCD had previously received a complaint regarding an animal shelter in the Yuen Long area and immediately conducted an on-site inspection. The inspection revealed that a total of 136 dogs are suspected of being kept without a valid permit. The case is scheduled to be heard at the Tuen Mun Magistrates' Court on September 2.
According to Chapter 421A of the Rabies Prevention Act, all dogs over five months of age must be licensed and renewed within three years. Those convicted of the crime face a fine of up to HK$10,000.
A spokesperson for the Agriculture, Food and Conservation Department (AFCD) reiterated to dog owners that regular rabies vaccinations and license registration are not only legal obligations but also important measures to protect animal health and public safety.
The AFCD plans to actively conduct checks for dog licenses in public places and will take legal action against dog owners who do not possess a valid license.
