건축법 개정안 관련 의견 수렴
정부는 8월 12일, 건축관리조례 개정안에 대한 한 달간의 의견 수렴 절차를 시작했다. 이번 의견 수렴은 2024년 건축관리(개정)조례 제정 이후 규제 체계를 더욱 강화하기 위한 것이다.
개정안은 다섯 가지 주요 영역을 다룬다 여기에는 대규모 유지보수 및 고가 조달 사업에 대한 참석 요건 및 투표 기준 강화, 위임장 처리 시스템 개선 등이 포함된다.
또한, 이해관계 신고 시스템 최적화, 규제 집행을 위한 당국의 권한 강화, 회의 절차 명확화 등을 목표로 한다. 이번 개정안은 변화하는 건축관리 환경에 효과적으로 대응하고, 국민의 기대에 부응할 것으로 기대된다.
정부는 효율적인 건축관리가 지방 행정 개선에 필수적이라고 강조했다. 이번 개정안은 건축주 참여를 확대하고, 의사결정 과정의 투명성을 높이며, 건축주의 권익을 더욱 효과적으로 보호한다.
정부는 지난 2월, 입법회 내무·문화·스포츠 소위원회에서 주요 개정 방향을 제시한 바 있다.
이번 공개 의견 수렴은 9월 11일까지 진행된다. 이메일 또는 우편(주소: Division V, Home Affairs Department, 31/F, Southorn Centre, 130 Hennessy Road, Wan Chai)을 통해 의견을 제출할 수 있다.
Gathering Opinions on the Proposed Amendment to the Building Act
On August 12, the government began a one-month process to gather opinions on the proposed amendment to the Building Management Ordinance. This consultation aims to further strengthen the regulatory framework following the enactment of the Building Management (Amendment) Ordinance in 2024.
The amendment covers five major areas, including strengthening attendance requirements and voting standards for large-scale maintenance and high-cost procurement projects, as well as improving the proxy processing system.
It also aims to optimize the interest reporting system, strengthen the authority of authorities for regulatory enforcement, and clarify meeting procedures. This amendment is expected to effectively respond to the changing building management environment and meet public expectations.
The government emphasized that efficient building management is essential for improving local administration. This amendment expands building owner participation, enhances transparency in the decision-making process, and more effectively protects the rights and interests of building owners.
Last February, the government presented the key directions for the amendment at the Subcommittee on Home Affairs, Culture, and Sports of the Legislative Council. This open call for comments will run until September 11. Comments may be submitted via email or mail (Address: Division V, Home Affairs Department, 31/F, Southorn Centre, 130 Hennessy Road, Wan Chai).
