고령자 친화형 건물 설계 의무화, 이번 달부터 시행
홍콩 개발부 장관 버나뎃 린 혼호는 8월 9일 일요일, 고령화 사회에 발맞춰 주택 환경을 개선하고 주민들의 노후화를 지원하기 위한 정부 노력의 일환으로 고령자 친화형 건물 설계 의무화 요건이 8월 1일부터 시행되었다고 밝혔다.
새로운 규정은 시행일 이후 착공 예정이거나 계획서를 제출한 모든 신축 공사에 적용된다.
건축부는 16가지 의무 사항을 상세히 설명하는 실무 지침을 발표했다. 이 중 13가지 요건은 주거용, 상업용 및 복합용도 건물의 공용 공간에 적용된다. 여기에는 주거용 건물의 주요 출입구 중 한 곳에 자동문 설치, 실내 조명 강화, 미끄럼 방지 바닥재 설치 등이 포함된다.
나머지 3가지 요건은 개인 주거용 아파트에 적용되며, 현관문 폭 확대, 문턱 낮추기, 욕실, 주방, 화장실의 미끄럼 방지 바닥재 설치 등이 의무화된다.
건축 감리사 에드먼드 호 콴유는 기존 건물을 개조하는 경우, 계획 승인이나 소규모 공사 제출이 필요한 공사가 아니라면 업그레이드할 필요가 없다고 밝혔다.
정부는 의무 기준 외에도 11개의 인센티브 지원 기능과 개인 주택의 슬라이딩 욕실 문과 같은 17개의 권장 실무 지침을 포함한 28개의 자발적 설계 기준을 도입했다.
이러한 자발적 요건 대부분은 표준 10% 상한선 적용 없이 연면적 감면 혜택을 받을 수 있다.
Mandatory Age-Friendly Building Designs Take Effect This Month
On Sunday, August 9, Hong Kong Secretary for Development Bernadette Lin Hon-ho announced that mandatory age-friendly building design requirements went into effect on August 1 as part of the government's efforts to improve housing environments and support residents in aging society.
The new regulations apply to all new construction projects scheduled to begin or for which plans have been submitted after the effective date.
The Building Department released practical guidelines detailing 16 mandatory requirements. Thirteen of these requirements apply to common areas in residential, commercial, and mixed-use buildings. These include installing automatic doors at one of the main entrances of residential buildings, enhancing indoor lighting, and installing non-slip flooring.
The remaining three requirements apply to private residential apartments, mandating measures such as widening front doors, lowering door thresholds, and installing non-slip flooring in bathrooms, kitchens, and restrooms.
Building Supervisor Edmund Ho Quan Yew stated that when renovating existing buildings, there is no need for upgrades unless the work requires plan approval or the submission of a small-scale construction project.
In addition to mandatory standards, the government has introduced 28 voluntary design criteria, including 11 incentive support features and 17 recommended practice guidelines, such as sliding bathroom doors for private homes.
Most of these voluntary requirements are eligible for floor area reductions without the application of the standard 10% cap.
