실버 본드 최저 금리 4.25%로 확정
정부는 8월 6일, 최저 금리 4.25%로 새로운 실버 본드 발행을 발표했다. 실버 본드의 목표 발행 규모는 500억 홍콩달러이며, 각 채권은 1만 달러에 3년 만기로 발행됩니다. 이자는 6개월마다 지급된다.
2027년 이전에 만 60세가 되는 홍콩 주민은 청약 자격이 있다.
이 채권은 인프라 채권 프로그램으로 발행 수익금은 인프라 사업 투자용 자본사업준비기금에 적립됩니다. 정부는 수익금 배분 내역을 매년 공개하고 있다.
폴 찬 재무장관은 정부가 올해에도 실버 본드를 지속적으로 발행하여 고령층에게 안전하고 안정적이며 위험 부담이 적은 투자 옵션을 제공하는 동시에 금융 부문이 실버 경제의 사업 잠재력을 활용하도록 장려하고 있다고 밝혔다.
찬 씨는 “인프라 채권 발행 프로그램을 통해 발행되는 이번 실버 채권의 수익금은 홍콩의 인프라 및 도시 개발을 촉진하는 공공 사업에 투자되어 시민들의 삶의 질을 향상시키고, 도시 개발에 참여하고 혜택을 누릴 수 있도록 할 것”이라고 밝혔다.
투자자 1인당 최대 투자액은 100만 달러로 제한되며, 각 투자자는 최대 100단위의 소매 채권을 배정받을 수 있다.
Silver Bond Minimum Interest Rate Set at 4.25%
On August 6, the government announced the issuance of new Silver Bonds with a minimum interest rate of 4.25%. The target issuance size for the Silver Bonds is HK$50 billion, with each bond issued at HK$10,000 with a maturity of three years. Interest is paid every six months.
Hong Kong residents who turn 60 years of age before 2027 are eligible to subscribe.
These bonds are part of the Infrastructure Bond Program, and the proceeds from the issuance will be deposited into the Capital Business Reserve Fund for infrastructure investment. The government discloses the details of the proceeds distribution annually.
Financial Secretary Paul Chan stated that the government is continuing to issue Silver Bonds this year to provide the elderly with safe, stable, and low-risk investment options, while simultaneously encouraging the financial sector to leverage the business potential of the silver economy.
Mr. Chan stated, "The proceeds from these Silver Bonds, issued through the Infrastructure Bond Program, will be invested in public works projects that promote Hong Kong's infrastructure and urban development, improving the quality of life for citizens and allowing them to participate in and benefit from urban development." The maximum investment per investor is limited to $1 million, and each investor may be allocated up to 100 units of retail bonds.
