홍콩&한국 합동 법률 워크숍 개최

오늘 8월 5일 오후, 홍콩섬 완차이 Hopewell Hotel에서 홍콩 법무부와 대한민국 법무부가 공동 주최한 홍콩&한국 합동 법률 워크숍이 개최됐다.
올해 세 번째로 개최된 이번 워크숍에서 참석자들은 중재 및 조정의 최신 동향에 관한 한국과 홍콩의 관점을 공유했다.

홍콩 법무부 폴람 장관은 축사에서 " 한국과 홍콩은 오랜 기간 중요한 경제 및 무역 파트너 관계를 유지해 왔습니다. 2025년 한국은 홍콩의 세계 7위 무역 파트너였습니다. 홍콩과 한국 간 상품 교역액은 2025년에 3,140억 홍콩달러(약 58조 원)에 달할 것으로 예상됩니다.
이러한 견실한 수치는 양국 간 활발한 경제 교류와 끊임없이 확대되는 기회를 보여줍니다. 양국 간 비즈니스 관계가 더욱 긴밀해짐에 따라, 신뢰할 수 있고 효율적이며 사용자 친화적인 법률 및 분쟁 해결 서비스에 대한 수요가 증가하고 있습니다.
이러한 서비스는 이러한 관계의 성장을 뒷받침하는 핵심 기반이며, 점점 더 복잡해지는 글로벌 시장에서 기업과 이해관계자의 이익을 보호하는 역할을 합니다. 따라서 올해 워크숍의 주제는 특히 시의적절하고 중요합니다.“고 전했다.
폴 람 장관은 "홍콩은 국제적인 법률 및 분쟁 해결 서비스 허브로서 매우 유리한 위치에 있다."고 강조했다.
홍콩은 중국 내 유일한 영미법 관할 구역이자, 중국어와 영어가 모두 법적 절차에 사용되는 세계 유일의 이중 언어 영미법 관할 구역이다. 홍콩의 법률 시스템은 법치주의 원칙에 기반을 두고 있으며, 독립적인 사법부와 풍부한 경험을 갖춘 법률 및 분쟁 해결 전문가들이 이를 뒷받침하고 있다.
홍콩은 중국 본토와의 긴밀한 관계, 전략적인 지리적 위치, 동서양 문화가 융합된 환경, 그리고 세계적인 수준의 법률 및 금융 시스템을 바탕으로 중국 본토와 글로벌 시장을 잇는 "슈퍼 커넥터"이자 "슈퍼 부가가치 창출자"로서 국경 간 투자에 있어 타의 추종을 불허하는 접근성과 예측 가능성을 제공한다.
중국 본토 및 해외 기업들은 홍콩 플랫폼을 통해 한국의 자유경제구역에 투자해 왔으며, 홍콩의 전문가들은 회사 설립, 거래 구조 설계, 법률 및 규정 준수 등 투자를 원활하게 진행할 수 있도록 다양한 서비스를 제공하고 있다.
분쟁 해결은 비즈니스 거래에서 필수적인 부분이다. 홍콩은 이 분야에서 탁월한 성과와 혁신을 지속적으로 보여주고 있다.
퀸 메리 런던 대학교가 실시한 2025년 국제 중재 설문조사에서 홍콩은 아시아 태평양 지역에서 가장 선호되는 중재지이자 전 세계에서 두 번째로 선호되는 중재지로 선정되었다.
경쟁력을 유지하기 위해, 폴람 장관이 의장을 맡은 중재법 개혁 실무그룹이 작년에 설립되어 홍콩의 중재 관련 법률 체계가 국제적 발전의 최전선에 있도록 중재 조례 개정의 필요성을 검토하고 연구하고 있다.
오늘 워크셥 패널에는 한국 측에서는 Park June 변호사, 박완기 변호사가 참석했으며 사회는 홍콩 변호사 Edward Liu가 맡았으며 TK IU, MH 자문변호사, 홍콩 국제중재센터(HKIAC) Jonne Lau 사무총장이 참석했다.
오늘 개최된 한국 & 홍콩 합동 법률 워크숍에는 법조인 및 관련 인사 600여 명이 참석하여 양국 간 지속적 파트너십을 더욱 공고히 하는 계기를 마련했다.

■ Hong Kong & Korea Joint Legal Workshop Held
This afternoon, August 5, the Hong Kong & Korea Joint Legal Workshop, co-hosted by the Hong Kong Department of Justice and the Ministry of Justice of the Republic of Korea, was held at the Hopewell Hotel in Wan Chai, Hong Kong Island.
At this workshop, the third of its kind this year, participants shared the perspectives of Korea and Hong Kong regarding the latest trends in arbitration and mediation.

In his opening remarks, Hong Kong Secretary for Justice Paul Lam stated, "Korea and Hong Kong have maintained a long-standing and important economic and trade partnership. Korea was Hong Kong's seventh-largest trading partner in the world in 2025. The volume of goods trade between Hong Kong and Korea is expected to reach HK$314 billion (approximately 58 trillion KRW) in 2025.
These solid figures demonstrate the active economic exchanges and continuously expanding opportunities between the two countries. As business relations between the two nations become closer, there is a growing demand for reliable, efficient, and user-friendly legal and dispute resolution services.
These services serve as a core foundation supporting the growth of these relationships and play a role in protecting the interests of companies and stakeholders in an increasingly complex global market. Therefore, the theme of this year's workshop is particularly timely and important." Secretary Paul Lam emphasized, "Hong Kong is in a highly advantageous position as an international hub for legal and dispute resolution services."
Hong Kong is the only common law jurisdiction within China and the only bilingual common law jurisdiction in the world where both Chinese and English are used in legal proceedings. Hong Kong's legal system is based on the principles of the rule of law, supported by an independent judiciary and experienced legal and dispute resolution experts.
Based on its close ties with mainland China, strategic geographical location, an environment where Eastern and Western cultures converge, and world-class legal and financial systems, Hong Kong serves as a "super connector" and "super value creator" linking mainland China with global markets, offering unrivaled accessibility and predictability for cross-border investment.
Companies from mainland China and overseas have invested in Korea's free economic zones through Hong Kong platforms, and Hong Kong experts provide a variety of services to facilitate smooth investment, including company formation, transaction structure design, and legal and regulatory compliance.
Dispute resolution is an essential part of business transactions. Hong Kong continues to demonstrate outstanding performance and innovation in this field. In the 2025 International Arbitration Survey conducted by Queen Mary University of London, Hong Kong was selected as the most preferred arbitration destination in the Asia-Pacific region and the second most preferred in the world.
To maintain competitiveness, the Working Group on Arbitration Law Reform, chaired by me, was established last year to review and study the necessity of amending the Arbitration Ordinance so that Hong Kong’s legal framework for arbitration remains at the forefront of international development.
Attending today’s workshop panel from the Korean side were Attorneys June Park and Moses Park The session was moderated by Hong Kong Attorney Edward Liu, and was attended by TK IU, MH Advisory Attorney, and Jonne Lau, Secretary General of the Hong Kong International Arbitration Centre (HKIAC).
Over 600 legal professionals and related figures attended the Korea & Hong Kong Joint Legal Workshop held today, providing an opportunity to further solidify the ongoing partnership between the two countries.
