새로운 황강항, 개장 가까워져
오랫동안 기다려온 24시간 국경 통과가 2026년 7월 30일 목요일, 홍콩과 선전시가 출입국 심사 시설 공동 사용에 대한 기본 협정을 체결하면서 개항이 임박했다.
선전의 부겐빌리아를 본뜬 천장 아래, 재건축된 황강항을 이용하는 여행객들은 이제 철도 환승부터 출입국 심사까지 모두 한 번에 처리할 수 있게 된다.
탕핑컹 홍콩 보안국장과 뤄황하오 선전시 부시장은 중앙정부청사에서 협력 협정에 서명했다. 별도의 협정에 따라 홍콩 정부는 2047년 6월 30일까지 홍콩 항만 지역을 사용할 수 있는 권리를 획득했다.
홍콩 항만 지역은 오늘 7월 31일 금요일 자정부터 특별행정구 관할로 편입되지만, 이는 출입국 심사대가 즉시 개방되지는 않는다.
홍콩과 광둥성 당국은 시스템 테스트, 운영 시험 및 비상 대응 훈련을 완료하고 시설과 통관 절차가 안전하고 원활하게 운영될 수 있음을 확인한 후 공식 개장일이 결정된다.
재건된 황강항은 개장 후 홍콩과 선전 간 24시간 운영될 예정이다.
Co-location Agreement Signed: Hong Kong and Shenzhen signed key agreements on joint immigration facilities at the redeveloped Huanggang Port, granting Hong Kong usage rights over the designated port area through June 30, 2047.
Jurisdiction Transfer: The Hong Kong Port Area at Huanggang Port officially comes under the jurisdiction of the Hong Kong Special Administrative Region (HKSAR) starting from midnight on Friday, July 31.
Next Steps: Immediate opening of checkpoint gates will not occur right at midnight. The official opening date for the 24-hour joint checkpoint will be announced after system testing, trial runs, and emergency drills are successfully completed by both authorities.
The long-awaited 24-hour joint boundary control point at the redeveloped Huanggang Port is edging closer to its official launch following the signing of co-location agreements between Hong Kong and Shenzhen.
Designed under a ceiling motif inspired by Shenzhen's city flower, the bougainvillea, the redeveloped checkpoint will feature a "collaborative inspection and joint clearance" arrangement. Passengers will be able to complete all procedures—from railway transfers to cross-border immigration clearance—all in a single building.
Secretary for Security Chris Tang Ping-keung and Shenzhen Vice Mayor Luo Huanghao formally signed the cooperation arrangement at the Central Government Offices. Under the agreement, jurisdiction over the Hong Kong Port Area transfers to the HKSAR at midnight on Friday, July 31, with Hong Kong holding lease rights until June 30, 2047.
While jurisdiction takes effect on July 31, actual passenger operations will begin after comprehensive system testing, trial runs, and joint emergency response drills. The official opening date will be determined jointly by the Guangdong and Hong Kong SAR governments once operational readiness is confirmed.
