1. 두 건물주, 철거 명령 불이행, 총 16만 홍콩달러 이상 벌금형 선고
두 건물주는 8월 26일 치안법원에서 건축 조례(BO)(제123장)에 따라 발부된 철거 명령을 준수하지 않은 혐의로 유죄 판결을 받고 총 16만 5천 달러의 벌금형을 선고받았다.
첫 번째 사건은 야우마테이 광와 거리의 복합 건물 옥상에 약 44sqft 규모의 무허가 구조물이 설치되어 철거 명령을 내렸으나 준수하지 않아 총 99,650홍콩달러의 벌금을 부과받았다. 이 중 89,650달러는 위반 행위가 지속된 일수에 대한 벌금이었다.
두 번째 사례는 콰이청 레이묵로드에 있는 복합 건물 옥상에 무허가로 설치된 약 43sqft규모의 구조물과 관련된 것이었다. 해당 무허가 구조물은 건축국의 사전 승인 및 동의 없이 설치되었기 때문에 건축법 제24조(1)항에 따라 소유주에게 철거 명령이 내려졌다. 소유주는 철거 명령을 준수하지 않아 건축국에 의해 두 차례 기소되었고, 법원에서 유죄 판결을 받고 벌금을 부과받았다. 건물주가 철거 명령을 계속해서 이행하지 않자, 세 번째로 기소되어 서구룡 치안법원에서 유죄 판결을 받고 총 65,350 홍콩달러의 벌금을 부과받았다. 이 중 55,350달러는 위반 행위가 지속된 일수에 대한 벌금이다.
건축국은 건물 및 공공 안전을 확보하기 위해 앞으로도 무허가 건물을 엄격한 단속 조치를 취하고, 철거 명령을 계속해서 이행하지 않는 건물주에 대해서는 다시 기소할 것이다고 경고했다.
정당한 사유 없이 철거 명령을 이행하지 않는 것은 건축법(BO)에 따라 중대한 범죄이다. 유죄 판결 시 최대 20만 홍콩달러의 벌금과 1년 이하의 징역형에 처해질 수 있으며, 위반 행위가 지속된 매일 최대 2만 달러의 추가 벌금이 부과될 수 있다.
2. 불법노동자 단속 29명 체포
8월 27일, 신계남부에서 불법 노동자 단속으로 여성 5명을 포함한 29명이 체포되었다. 이 중 여성 5명은 성매매 혐의로 구속되었다.
지역전술부대, 콰이칭, 췬완, 란타우, 샤틴, 공항 경찰서 등 관련 부서 경찰관들이 여러 범죄 다발 지역을 급습했다. 체포된 사람들은 현지 남성 4명, 중국 본토 남성 13명, 중국 국적이 아닌 남성 5명, 현지 여성 1명, 중국 본토 여성 6명으로, 연령은 22세에서 67세 사이이다.

이들은 불법 입국, 체류 조건 위반, 체류 기간 초과, 불법 취업자 고용, 불법 입국 방조 등의 혐의로 구속되었다. 남성 1명과 여성 1명은 수배자였다.
3. 부상당한 개, 고속도로로 뛰어들어 교통 소동 발생
8월 27일 목요일 오후, 흰색 개 한 마리가 산책 중이던 주인을 놓치고 섬 동부 고속도로와 센트럴-완차이 우회도로로 뛰어들어 운전자들이 속도를 줄이고 경찰에 신고하는 소동이 벌어졌다.
이 사건은 오후 5시경, 노스포인트 해안가를 따라 산책하던 개가 주인에게서 도망치면서 발생했다. 경찰관, 터널 직원, 그리고 동물보호협회(SPCA) 직원들이 출동하여 결국 개를 구조했다.
이 개는 오른쪽 앞다리에서 피를 흘리고 있었으며, 동물보호협회로 옮겨져 치료를 받았다.
4. 쇼핑몰 난투극 관련 직원 직무정지
AIA 보험 회사가 쿤통의 한 쇼핑몰에서 발생한 난투극으로 인해 온라인상에서 거센 비난을 받자, 해당 직원의 직무를 정지시키고 소셜 미디어 채널의 댓글 기능을 차단했다.
이번 사태는 apm 쇼핑몰에서 발생한 난투극에 연루된 34세 여성이 AIA의 보험 설계사 겸 직무정지 직원으로 밝혀지면서 시작되었다. 난투 장면이 담긴 영상이 빠르게 확산되자, 사람들은 해당 직원의 프로필을 찾아내 AIA 공식 소셜 미디어 페이지에 책임 규명을 요구하는 댓글을 쏟아냈다.
경찰 조사에 따르면, 5세 소녀의 어머니가 68세 보험 설계사의 어머니를 먼저 때리면서 여러 명이 얽힌 난투극이 벌어졌고, 이 과정에서 68세 여성이 어린아이를 때린 것으로 나타났다.
이후 경찰은 이 사건에 연루된 성인 여성 세 명을 모두 체포했다.
5. 목줄 풀린 코기에게 7세 소년 물려
로열 홍콩 요트 클럽에서 열린 여름 세일링 캠프에 참가한 7세 소년이 목줄이 풀린 코기에게 물렸는데, 코기 주인은 현장을 떠나기 전 가짜 연락처를 제공한 것으로 드러났다..
코기 주인 여성이 아이들에게 자신의 개들은 물지 않을 거라고 장담했지만, 잠시 후 한 마리가 공격적으로 짖으며 소년의 다리를 물었다.
아이가 개에게 물린 후, 견주는 상처를 보고 '아, 그냥 긁힌 상처일 뿐이에요'라고 말했어요"라며, 그 여성이 캠프 강사들에게 이름과 전화번호를 건네주고 남성 동반자와 함께 현장을 떠났다. 일곱 살 소년은 다리에 물린 상처와 멍을 입었다.
6. 홍콩 경찰관, '공직자 부적절 행위' 혐의로 기소
수사 대상자 여성 지인에 사적 연락
홍콩 수사당국이 수사 과정에서 알게 된 민감한 정보를 사적으로 활용해 범죄 피의자의 여성 지인에게 접근한 32세 현직 경찰관을 '공직자 부적절 행위' 혐의로 공식 기소했e.
사건을 조사 중인 경찰 및 사법당국에 따르면, 해당 경찰관은 사건 수사를 진행하는 과정에서 알게 된 수사 대상자(피의자)의 여성 지인 연락처를 무단으로 확보했다. 이후 공무상 목적이 아닌 개인적인 호감과 목적을 가지고 해당 여성에게 지속해서 사적인 메시지를 보내고 접근을 시도한 것으로 드러났다.
여성 측이 이에 대한 거부 감정을 밝히고 공식 수사 기관에 문제를 제기하면서 내부 감찰 및 수사가 본격적으로 시작되었다.
홍콩 법률상 '공직자 부적절 행위'는 공무원이 자신의 직무 권한을 고의로 남용하거나 부당하게 직무를 유기했을 때 적용되는 중범죄 항목으로, 유죄가 확정될 경우 엄중한 형사 처벌과 함께 즉각적인 파면 조치가 내려진다.
현재 해당 경찰관은 직위 해제 상태에서 재판을 기다리고 있으며, 홍콩 경찰청은 "소속 직원의 법적·윤리적 위반 행위에 대해 무관용 원칙으로 엄정 대응할 것"이라며 내부 감찰과 개인정보 관리 절차를 강화하겠다고 밝혔다.

1. Two Building Owners Sentenced to Total Fines of Over HK$160,000 for Failure to Comply with Demolition Orders
On August 26, two building owners were found guilty by the Magistrates' Court of Public Security for failing to comply with demolition orders issued under the Building Ordinance (BO) (Chapter 123) and were sentenced to a total fine of HK$165,000.
In the first case, an unauthorized structure measuring approximately 44 sq ft was installed on the rooftop of a mixed-use building on Quang Wah Street in Yau Ma Tei; a demolition order was issued but not complied with, resulting in a total fine of HK$99,650. Of this amount, HK$89,650 was a fine based on the number of days the violation continued.
The second case involved an unauthorized structure measuring approximately 43 sq ft installed on the rooftop of a mixed-use building on Lei Mook Road in Kwai Chung. Because the unauthorized structure in question was installed without the prior approval and consent of the Building Bureau, a demolition order was issued to the owner pursuant to Article 24(1) of the Building Act. The owner failed to comply with the demolition order and was prosecuted twice by the Building Bureau, found guilty in court, and fined. As the building owner continued to fail to comply with the demolition order, the owner was prosecuted a third time, found guilty by the West Kowloon Magistrates' Court, and fined a total of HK$65,350. Of this amount, HK$55,350 is a fine based on the number of days the violation continued.
The Building Bureau warned that it will continue to take strict enforcement measures against unauthorized buildings to ensure building and public safety, and will prosecute building owners who continue to fail to comply with demolition orders.
Failure to comply with a demolition order without just cause is a serious crime under the Building Act (BO). Upon conviction, offenders may face a fine of up to HK$200,000 and imprisonment for up to one year, with an additional fine of up to HK$20,000 per day the violation continues.
2. Crackdown on Illegal Workers: 29 Arrested
On August 27, 29 people, including 5 women, were arrested in the Southern New Territories during a crackdown on illegal workers. Among them, 5 women were detained on charges of prostitution.
Police officers from relevant departments, including the Regional Tactical Unit, Kuai Qing, Tsuen Wan, Lantau, Sha Tin, and the Airport Police Station, raided various crime-ridden areas. Those arrested included 4 local men, 13 mainland Chinese men, 5 men who were not Chinese nationals, 1 local woman, and 6 mainland Chinese women; their ages ranged from 22 to 67.
They were detained on charges including illegal entry, violation of conditions of stay, overstaying of permits, employment of illegal workers, and aiding and abetting illegal entry. One man and one woman were wanted fugitives. 3. Injured Dog Runs onto Highway, Causing Traffic Chaos
On the afternoon of Thursday, August 27, a white dog lost its owner while out for a walk and ran onto the East Island Highway and the Central-Wan Chai Bypass, causing a commotion as drivers slowed down and called the police.
The incident occurred around 5 p.m. when the dog, walking along the North Point coastline, ran away from its owner. Police officers, tunnel staff, and SPCA personnel responded and eventually rescued the dog.
The dog was bleeding from its right front leg and was taken to the SPCA for treatment.
4. Employee Suspended Due to Shopping Mall Brawl
AIA Insurance suspended an employee and disabled comment functions on its social media channels following fierce online criticism over a brawl that occurred at a shopping mall in Kwun Tong.
The situation began when a 34-year-old woman involved in the brawl at the apm shopping mall was identified as an AIA insurance agent and suspended employee. As the video of the brawl spread rapidly, people tracked down the employee's profile and flooded AIA's official social media pages with comments demanding accountability.
According to the police investigation, a multi-person brawl broke out after the mother of a 5-year-old girl struck the mother of a 68-year-old insurance agent first; it was revealed that the 68-year-old woman struck the young child during the altercation.
Subsequently, police arrested all three adult women involved in the incident.
5. 7-Year-Old Boy Bitten by Unleashed Corgi
A 7-year-old boy participating in a summer sailing camp at the Royal Hong Kong Yacht Club was bitten by an unleashed Corgi. It was revealed that the Corgi's owner had provided a fake contact number before leaving the scene.
The female owner assured the children that her dogs would not bite, but shortly afterward, one of the dogs barked aggressively and bit the boy's leg.
"After the child was bitten by the dog, the owner looked at the wound and said, 'Oh, it's just a scratch,'" the woman said, adding that she handed her name and phone number to the camp instructors and left the scene with a male companion. The seven-year-old boy suffered a bite wound and bruises on his leg.
6. Hong Kong Police Officer Charged with 'Inappropriate Conduct by a Public Official'
Private Contact with Female Acquaintance of Subject
Hong Kong authorities have officially charged a 32-year-old active police officer with 'inappropriate conduct by a public official' for using sensitive information obtained during an investigation for personal purposes to approach a female acquaintance of a criminal suspect.
According to police and judicial authorities investigating the case, the officer obtained the contact information of a female acquaintance of the subject (suspect) without authorization while conducting the investigation. It was revealed that he subsequently sent continuous private messages and attempted to approach the woman with personal affection and ulterior motives, rather than for official duties.
As the woman expressed her disapproval of this and raised the issue with official investigative agencies, an internal audit and investigation have begun in earnest.
Under Hong Kong Law "Inappropriate conduct by a public official" is a felony applicable when a public official intentionally abuses their authority or unjustly neglects their duties; if found guilty, the individual faces severe criminal punishment along with immediate dismissal.
The police officer in question is currently suspended from duty and awaiting trial. The Hong Kong Metropolitan Police Agency stated that it would "respond strictly with a zero-tolerance policy to legal and ethical violations by its employees" and announced that it would strengthen internal inspections and personal information management procedures.
