‘한국 정치인들의 싸움이 날마다 헤드라인’

일부 한국 매체들은 정치인들의 '스피커'

홍콩 정치인과 무엇이 다른가

필자는 매일 아침저녁으로 접하는 한국의 정치 뉴스나 국회 생중계 내용을 볼 때마다 가슴이 답답해진다. 

국회는 민생을 논하는 자리가 아니라 서로를 악마화하고 멱살을 잡는 격투기장처럼 보인다. 한국 정치가 '정책 대결'보다 '정쟁(물고 뜯는 싸움)'에 치중되어 있는 현실이 안타깝기만 하다.

합리적인 정책을 제시하기보다 상대방을 비판할 때 강성 팬덤 지지층이 가장 열광하는 '진영의 양극화', 1등만 살아남아 상대를 끌어내려야 내가 산다는 '승자독식의 정치 구조', 그리고 자극적인 막말 한마디가 단숨에 조회수를 올리는 '쇼츠(Shorts) 미디어' 환경 때문일까?

한국 정부가 어떤 정책으로 사회, 문화, 보건복지, 의료, 교육 전반의 이슈를 다루고 있는지 국민들이 당연히 알아야 함에도, 막상 정치권에서 들려오는 소리는 "어느 정치인이 이런 막말을 했더라", "상대방이 이렇게 반격했더라" 하는 식의 소음뿐이다. 국민의 먹고사는 문제와 국가의 미래 정책은 뒷전으로 밀려나기 일쑤다.

이처럼 한국 정치를 정쟁으로 몰아가는 데는 일부 매체들의 책임이 크다. 정책 검증은 뒷전으로 밀려나고, 일부 한국 매체들은 정치인들의 '스피커'로 전락했다. 

이는 민생을 대변하는 진정한 언론이라기보다, 정당과 정치인 간의 싸움을 관전하며 편가르기를 부추기는 '정쟁 중계업자'에 가까운 모습이다.

 필자는 한국인이자 홍콩 주민, 그리고 기자로 살아가고 있다. 홍콩의 정치 체제 및 입법회(Legislative Council)와 비교해 보면 한국 정치인들의 일하는 방식이 극명하게 드러난다.

홍콩 정치인(입법회의원 및 행정회의 위원)들은 체제 특성상 서구식·한국식의 격렬한 정당 간 비방전보다는 ‘실용주의적 정책 제안’과 ‘민생·경제 성과’로 평가받는다. 

공공주택(公屋) 공급, 금융·통상 경쟁력 강화, 의료 서비스 개선 등 구체적인 민생 사안에서 얼마나 실질적인 대책을 내놓고 정부 정책을 감독하느냐가 정치인의 존재 이유다.

따라서 홍콩에서는 정치인의 말싸움이 아닌 "정부 시정연설(Policy Address) 세부안", "부동산 및 세제 개편안", "인재 유치 정책의 실효성" 같은 정책의 구체적 수치와 사회적 영향이 가장 중요하게 다루어진다.

 반면 한국 정치는 정책의 깊이나 국민의 삶을 바꾸는 대안보다 "누가 누구를 향해 더 강한 막말을 퍼부었는가" 하는 인물 간의 충돌과 네거티브 이슈가 판을 친다.  한국 정치의 충돌은 정책의 우열을 가리는 싸움이 아니라, 상대방의 과거 발언을 트집 잡는 막말 싸움, 인격 모독, 도덕성 네거티브 등 '알맹이 없는 감정 싸움'이 대부분이다.

 한국 정치의 권력 구조상 여야 간의 대립과 충돌이 국가의 향방을 가르는 중요한 뉴스 가치를 전면 부정하는 것은 아니다. 

양당제 국가에서 여야가 대립하는 것 자체는 지극히 자연스러운 현상이다. 문제는 "무엇을 가지고 싸우느냐"다. 대립의 핵심은 언제나 '법안의 세부 조항', '예산 배분', '세율과 경제 정책의 방향' 같은 실질적인 정책 패키지여야 하지 않을까

실제로 한국 국회 상임위원회나 법안심사소위원회에서는 연간 수천 건의 민생 법안과 예산안이 논의되고 있지만, 정작 정치인들이 언론과 국민 앞에 나와서 외치는 것은 상대를 향한 '막말 폭탄'과 '파행 충돌'뿐이다.

 정치인들이 서로의 입만 바라보며 비방과 험담을 주고받는 동안, 국민의 삶을 바꿀 진짜 정책은 표류하게 된다. 상대를 공격해 깎아내려야만 내가 이긴다는 착각 속에서 정치인들 스스로가 정치 혐오를 부추기고 있는 셈이다.

현시점 대한민국에는 정치적 진영과 상관없이 정치인들이 밤새 고민하고 공부해야 할 핵심 정책 과제들이 수없이 쌓여 있다.

초저출생·인구 구조 대책이 필요하다. 육아휴직 확대, 근로시간 단축, 외국인 인력(E-9) 도입 등 이 정책이 중소기업 근로자와 서민의 삶에 실제로 도달하고 있는지 검증해야 한다. 반도체 특별법, AI 인프라 구축 등 글로벌 공급망 재편 속에서 대한민국 경제의 미래 먹거리를 어떻게 지킬 것인지 대안을 제시해야 한다.

민생 안전망 및 노동·복지: 소상공인 배달앱 수수료 문제, 산업안전보건법 개정, 생활물가 등 현장의 목소리를 담은 정책을 만들어내야 한다. 

서로 물고 뜯는 게 주된 업무처럼 보이는 것은 매우 안타까운 일이다. 대한민국 정치는 과거 수많은 위기 속에서도 국민과 함께 경제 성장과 민주화를 동시에 이뤄낸 위대한 역사와 저력을 가지고 있다.

 상대방을 향한 유치한 비방전과 네거티브 공격을 넘어 ‘국민의 삶을 살리는 정책 대결’로 한 단계 더 도약할 시점이다. 상대를 끌어내리기 위한 막말이 아닌, 더 나은 내일을 만들기 위한 치열한 정책 공부와 건강한 토론으로 국민들에게 희망과 자부심을 안겨주길  홍콩에서 진심으로 응원한다.

‘Fights Among Korean Politicians Make Headlines Every Day’

How Are They Different from Hong Kong Politicians?

Every morning and evening, when I encounter Korean political news or live broadcasts of the National Assembly, I feel a sense of suffocation.

The National Assembly appears not as a place to discuss the people's livelihoods, but as a fighting arena where people demonize one another and grab one by the collar. It is truly regrettable that Korean politics is focused more on "political strife" than on "policy confrontations."

Is this due to the "polarization of camps," where hardcore fan bases are most enthusiastic when criticizing opponents rather than presenting rational policies; the "winner-takes-all political structure," where one must bring down the opponent to survive; and the "shorts media" environment, where a single provocative, abusive remark instantly boosts viewership?

Although the public needs to know what policies the Korean government is using to address issues across society, culture, health and welfare, healthcare, and education, the actual sounds coming from the political sphere are merely noise along the lines of, "Which politician made such abusive remarks?" or "How did the opponent retaliate?" The livelihood issues of the people and future national policies are frequently pushed to the back burner.

I live as a Korean, a resident of Hong Kong, and a journalist. When compared to Hong Kong's political system and Legislative Council, the working style of Korean politicians becomes starkly apparent.

Due to the nature of the system, Hong Kong politicians (members of the Legislative Council and the Executive Council) are evaluated based on "pragmatic policy proposals" and "achievements in people's livelihoods and the economy," rather than the fierce slander wars between political parties typical of Western or Korean styles.

The very reason for a politician's existence lies in how effectively they present practical measures regarding specific livelihood issues—such as the supply of public housing, strengthening financial and trade competitiveness, and improving medical services—and how effectively they oversee government policies. Therefore, in Hong Kong, rather than verbal sparring between politicians, the most important focus is placed on specific figures and social impacts of policies, such as "details of the government policy address," "real estate and tax reform plans," and "the effectiveness of talent attraction policies."

In contrast, Korean politics is dominated by clashes between figures and negative campaigning over "who hurled harsher insults at whom," rather than the depth of policy or alternatives that change the lives of the people. Conflicts in Korean politics are not battles to determine the superiority of policies, but mostly consist of "empty emotional battles" involving nitpicking over opponents' past remarks, character assassination, and negative campaigning regarding morality.

Given the power structure of Korean politics, this does not mean that confrontation and clashes between the ruling and opposition parties completely negate their significant news value in determining the direction of the nation.

In a two-party system, the confrontation between the ruling and opposition parties is, in itself, a perfectly natural phenomenon. The issue is "what they are fighting over." Shouldn't the core of the conflict always be a substantive policy package, such as "detailed provisions of the bill," "budget allocation," and "tax rates and the direction of economic policy"?

In reality, while thousands of bills and budget proposals concerning people's livelihoods are discussed annually in the standing committees and bill review subcommittees of the Korean National Assembly, what politicians actually shout before the media and the public is nothing but "barrages of abusive language" and "disruptive clashes" directed at their opponents.

While politicians exchange slander and malicious gossip while staring only at each other's mouths, real policies that could change the lives of the people drift aimlessly. Under the delusion that they can only win by attacking and disparaging their opponents, politicians themselves are essentially fueling political cynicism.

At this point in time, regardless of political affiliation, there are countless core policy tasks piled up in South Korea that politicians must agonize over and study day and night.

Measures to address the ultra-low birth rate and demographic structure are necessary. We must verify whether policies such as the expansion of parental leave, the reduction of working hours, and the introduction of foreign workers (E-9) are actually reaching the lives of small and medium-sized enterprise workers and ordinary citizens. Amidst the restructuring of global supply chains—such as the Special Act on Semiconductors and the establishment of AI infrastructure—we must present alternatives on how to safeguard the future growth engines of the Korean economy.

Regarding the safety net for public livelihoods and labor and welfare: We must formulate policies that reflect the voices from the field, addressing issues such as delivery app fees for small business owners, the amendment of the Occupational Safety and Health Act, and the cost of living.

It is deeply regrettable that it appears as though "biting and tearing each other apart is the primary duty." Korean politics possesses a great history and inherent strength, having achieved both economic growth and democratization alongside the people through numerous past crises.

It is time to take a leap forward, moving beyond childish slander and negative attacks against opponents to engage in a "policy battle that saves the lives of the people." I sincerely support the day when we bring hope and pride to the people through rigorous policy study and healthy debate aimed at creating a better tomorrow, rather than through reckless rhetoric intended to bring down opponents.
